7VETERANS AFFAIRS MEDICAL CENTER, PHILADELPHIA, PAREQUEST FOR SF 330 FOLLOWED BY TENTATIVE STATEMENT OF WORK The Philadelphia Department of Veterans Affairs Medical Center located at 3900 Woodland Avenue is seeking professional Architect and Engineering (A&E) services for Project No. 642-19-801, Modernize Inpatient wards. This announcement is being issued in accordance with the Selection of Architects and Engineering firms (Public Law 92-582) and implemented in the Federal Acquisitions Regulations (FAR) Part 36. Architectural and Engineering (A&E) firms permitted by law to practice the professions of architecture or engineering are requested to send two copies of an SF 330 (8/2016 Edition) and CD from qualified and eligible firms classified as 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS.Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. THIS IS NOT A REQUEST FOR PROPOSAL and an award will not be made with this announcement. This announcement is a request for SF 330s from qualified firms that meet the professional and set aside requirements listed in this announcement. Responses must be submitted by January 6th, 2020 by 9:00 AM Eastern Standard Time (EST). Following an evaluation of the qualifications and performance data submitted, three or more firms considered to be the most highly qualified firms to provide the type of services require may be chosen for interviews. After interviews, the most highly qualified firm will be issued the solicitation and requested to submit a proposal.The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). PROJECT NUMBER 642-19-801, Construction Magnitude: $5,000,00.00 - $10,000,000.00Bid Documents/Final Report Ready By: 278 days after NTPDESCRIPTION OF WORKProvide professional Architectural and Engineering (A/E) services including the investigative survey and verification of as-built conditions required to fully develop construction documents for the complete renovation of an existing area on the 5th and 6th floor South of Building 1 at the Corporal Michael J. Crescenz Department of Veterans Affairs Medical Center (CMCVAMC). The new space will be renovated to create new inpatient wards on floors 5 and 6 South. The inpatient wards will have single patient rooms, private bathrooms, and in-room dialysis. The goal of the project will be to maximize the number of single rooms per floor. The project will need to be phased on each floor as well as phasing it on floor at a time. The existing dialysis unit located on 6 South will need to remain active until the rooms come online and the inpatient support staff currently located on 5 and 6 South will need to be relocated as part of this project.The total area to be renovated is approximately 9,100 square feet on the 5th floor and 10,500 square feet on the 6th floor. The A /E shall also develop phasing plans for the project which will take into consideration keeping dialysis operational through the completion of the project as well as working on 1 floor at a time.The selected A/E firm will be required to collaborate with the CMCVAMC and Office of Construction & Facilities Management Staff and VA Design Guides to determine structural, architectural, mechanical, electrical and plumbing design requirements. The firm will also attend programming meetings with Medical Center Engineering staff. Drawings concerning the existing conditions will be provided to the selected A/E firm but are for reference only, until they have been verified by the selected AE design team. Any deviation between the drawings and actual conditions will be called out on the drawings and reported to the CMCVAMC Engineering Department / Projects Section. The selected A/E firm will also be responsible for providing a construction estimates of contract time and cost associated with their final drawings and specifications.THE SELECTED A/E FIRM SHALL ADHERE TO THE FOLLOWING GUIDELINES:Construction will be addressed in multiple phases to allow continuous operations of the existing dialysis rooms located on the 6th floor during construction. Phasing will be determined and incorporated into the 35% design documents. Phasing must work within budget and allow the VA to continue operations with minimal interference.All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.cfm.va.gov/til/. A/E shall pay particular attention to NFPA, VA Handbook and VHA Directives. A/E is responsible for providing all services necessary for design of this project i.e. mechanical, electrical, sampling and monitoring, and control. Information including drawings, AutoCAD backgrounds and other documentation provided to the A/E is used as reference only. A/E shall survey existing conditions including areas above, below and adjacent to the work sites that will be affected by the project. Investigation shall include but not limited to building structure, mechanical, plumbing, life safety, security and electrical systems. The A/E shall arrange for and oversee the performance of such investigations as he/she determines are required for the proper design of the project. Existing building systems shall remain operation at all times during construction. AutoCAD background drawings (if existing) will be provided by the CMCVAMC upon request. The A/E shall field verify all dimensions, wall layouts, etc. and shall update the AutoCAD background prior to starting their design.GENERALA/E firm shall have licensed professional architects/engineers for each engineering, safety, and architectural discipline.A/E shall be responsible to provide a complete bid package to the Contracting Officer consisting of plans, specifications, cost estimates and their related information. Drawings shall be submitted in AutoCAD Release 2017 or earlier version and PDF, specifications in Microsoft Word and PDF and cost estimate in Microsoft Excel. A complete bid package will be submitted on a CD-R accessible by the COR.The contract drawings shall have a cover sheet, which shall include but not limited to the following information:Department of Veterans Affairs LogoDrawing IndexAE Firm Name and LogoGeneral NotesSignature Blocks for The Following:Executive LeadershipChief of End ServiceChief of FacilitiesProject CORSafetyAll drawings shall be scaled.Each professional discipline shall be separately designed and be sealed by the respective A/E.All design work shall be coordinated by the prime A/E, who shall be responsible for all field investigation, site surveys, measurements and engineering design calculations.The A/E shall assure compliance with and design according to all local, federal, Department of Veterans Affairs, OSHA Regulations, state laws, regulations, codes and ordinances.AE shall prepare specifications using the VA master specification.Plans shall be drawn using standard professional and acceptable engineering drafting skills, scales and standards. The A/E shall be responsible to provide and show in scale plans, elevations and details required to construct this project in which the prospective bidder is clear on the proposed intent and scope of work.A/E shall define and indicate on plans all new and existing conditions.A/E shall show, draw, locate, define, denote and detail all points of connection of new work to the existing.A/E shall plan, define, detail, draw and show on the contract documents exact routing of any new utility proposed for this project. A/E shall as part of this project, physically inspect each new routing, provide routings and/or rerouting of existing utilities to prevent any conflicts. Prior to review submissions, all plans are to be reviewed by a fire protection engineer and documented accordingly by the A/E.The A/E will evaluate each facet of the proposed design and identify energy conservation opportunities. Where energy saving alternatives exists, the design firm shall analyze each alternative in accordance with the Veterans Administration standard evaluation procedures. Calculations will be presented to the Contracting Officers Representative (COR) in report form along with the analysis of each alternative and the Design firm s recommendation of the best alternative.BRAND NAME ONLY:Any Brand Name Products listed in specifications or drawings must be justified by spec writer and approved by Contracting Officer if under $500,000 or approved by the HCA if over $500,000. Justifications must include description setting forth those salient physical, functional, or other characteristics of the referenced product which are essential to the minimum needs of the Government. BRAND NAME OR EQUAL:Any Brand Name product in the drawings or specifications not listed in the Brand Name Only list provided and approved by the Government shall be followed by Or Equal . Construction solicitation documents shall list multiple acceptable brand name products and a description in the solicitation of the salient physical, functional, or other characteristics of the referenced products which are essential to the minimum needs of the Government. List of Brand Name Or Equal Products shall be submitted to CO for approval.ARCHITECTURALProvide final 1/8 scale plans, including phasing plans, for the proposed project. Plans should show partition revisions and repairs necessary to maintain life safety and egress from the area. Show all rooms, room numbers as provided by the CMCVAMC, corridors, electrical closets, mechanical shafts and spaces, plumbing fixtures, all vertical circulation, etc. Provide all demolition plans for all items required for removal. The design team shall provide � and � scale plans for all major renovation areas including detail areas of the project. The A/E firm shall provide an Infection Control Risk Assessment (ICRA) plan to protect staff and patients through the use of physical separation, negative pressurization of the construction site, etc. and coordinate with all trades.Provide 1/8"" scale reflected ceiling plans for all areas including locations of types of ceiling systems (i.e. gypsum board, acoustic tile etc.) coordinated with electrical and plumbing items scheduled for installation.Provide a separate 1/8 scale Life Safety Plan for fire protection measures. Include smoke barrier partitions, fire partitions, fire alarm devices, fire extinguisher cabinets and exit patterns to demonstrate compliance with the applicable codes and the fire egress pattern.Provide 1/8 scale Furniture, Equipment and Toilet Accessories Plan for each area showing and identifying all furniture, equipment and accessories required for each area as well as who is providing and installing it. Provide a title sheet with drawing index listing all drawings in the complete set. If necessary, provide and edit list of symbols used for this project and appropriate general notes.Provide all details necessary to describe the installation requirements of the architectural elements (i.e. wall types, typical framing details, typical door details, etc.).A/E shall select all interior finishes and submit three (3) options to the CMCVAMC for approval at 35% design submission; these can be loose samples. Provide room finishes as required by PG-18-14 Room Finishes, Door and Hardware Schedule . Provide 1/8 room finish plan and binder with samples of the final finishes selected. Coordinate plan with Specification section 090600 Interior / Exterior Finishes, Materials and Finish Schedule.INDUSTRIAL HYGIENEProvide Industrial Hygiene (IH) report evaluation the presence of asbestos containing material and lead based paint within Building based on as-built record drawings, bulk sampling and site investigation. This report will be used to establish complete abatement plans in 1/8 scale. The IH shall be licensed to provide services in the City of Philadelphia.PLUMBINGProvide demolition plans for all fixtures and all piping to be removed, including mains.Provide floor plan showing all plumbing fixtures and associated water, waste, etc. relocations necessary to support the installation of the new emergency distribution system. Plumbing lines should include all points of connection with the existing plumbing system.Provide details necessary to fully describe the installation requirements.Provide riser diagrams showing current conditions and any demolition and/or new work required in projectFIRE PROTECTIONProvide drawings to fully detail modifications to the existing fire sprinkler system necessaryPlans shall be reviewed by a professional Fire Protection Engineer.MECHANICALProvide mechanical cooling or ventilation systems where determined necessary due to equipment heat loads. Provide data that is the basis for the design; include design calculations, parameters and factors, reference source of all data. Include methods to be used in sizing ducts and piping.Provide duct and piping layouts plans. Show smoke and fire protection features of the HVAC system.Provide demolition plans for all HVAC systems and devices to be removed.Provide schedules for all HVAC equipment to be incorporated on the projectProvide details necessary to fully describe the installation requirements of the HVAC systems selected.The HVAC design should be based on direct digital control (DDC) and connected to the existing Building Automated System (BAS). ELECTRICALProvide basis for design, including basic assumptions and points of connection with existing electrical system. Provide all plans and details necessary including the replacement of automatic transfer switches, shunt-trip breakers, new feeders, etc.Provide updated single line diagrams for normal and emergency power.Provide lighting and power plans with single drawing of any new riser or plan feeds.Provide demolition drawings for all items to be removed and relocated.Provide drawings for the extension / reinstallation of the public address system and security systems if required.Provide drawings for new telephone / data cable system based on CMCVAMC standards as stated in MCM_FITS_02 Instructions for Voice-Data Cabling.Provide calculations and analysis of voltage drop, overcurrent protection, selective coordination, and arc flash.Provide light fixture schedule and fixture detail drawings.Provide panel schedules for all new/existing panels incorporated on the project.Use equipment manufacturer s documents for basis of design.Provide all plans and details necessary for existing and /or new items to include but not be limited to the following: Speaker System, Cable for TV, VA Wi-Fi, Guest Wi-Fi, Nurse Call, and Security items (i.e. Panic Buttons, Cameras, Card Swipes, etc.)STRUCTURALProvide plans for any structural elements that may be required for the project.REVIEWSThe AE shall lead a design development conceptual meeting (multiple if necessary) with Facilities Management Services and the End User shortly after the award of the contract to discuss scope, phasing, and existing conditions. AE shall provide meeting minutes to COR after each meeting.Formal Reviews: There will be three formal reviews; one each at the 35%, 70%, and 100% design completion stages. Further breakdown of what is required in each of the above mentioned is detailed below. The A/E shall supply two (2) full size copies of drawings, two (2) copies of specifications and two copies of cost estimates for each formal review. Documents shall be reviewed by the Government and sent back to A/E. The A/E shall incorporate any comments, notes or changes provided by VA into the next review package. In addition, the AE shall incorporate any comments, notes or changes provided at 100% review meeting into the construction documents and cost estimate.THIRTY FIVE PERCENT (35%) SCHEMATIC SUBMISSION DOCUMENTS WORKING DRAWINGS Specifications: Submit (2) copies of custom edited VA master specifications table of contents. Specification table of contents shall be tailored specifically via redlining for project, with any unnecessary specification sections determined to not apply to project redlined. Specification table of contents shall also be provided in Adobe Acrobat file format.Constructions Drawings: Provide (2) copies of plans showing all necessary alterations to existing areas affected by this project. Drawings should include demolition plans, arch plans, HVAC plans, plumbing plans, life safety plans, IRCA plans, electrical plans, controls plans, security plans, and IT plans. Plans shall also be submitted in and Adobe Acrobat file format.Finishes: As a part of the 35% submission, provide three (3) separate finish scheme options as required by PG-18-14 Room Finishes, Door and Hardware Schedule to the CMCVAMC Interior Designer for approval; these can be loose samples. When final plan is approved, an updated AUTOCAD Plan shall be provided to the CMCVAMCAE shall also produce a report that will include: Identification of potential bid deducts for any projectRecommended Phasing based on previous conversations with VADocument stating the dates, times, and location of all existing conditions surveyed. Names of surveyors shall be provided as will any and all field observations with AE recommendationsIdentification of any asbestos and lead with survey reports if applicableNOTE: Report shall be updated at each design submission.Estimates: Provide two copies of construction cost estimates with any and all potential bid deducts included. Estimates shall be divided by trade (labor, equipment, and material)Documents shall meet all applicable federal and state codes/requirements, including but not limited to OSHA, DER, EPA, NEC, and NFPA 101 Life Safety Code and shall meet the requirements of VA Program Guide PG-18-15.SEVENTY PERCENT (70%) DESIGN DEVELOPMENT SUBMISSION DOCUMENTS WORKING DRAWINGSAE shall provide report detailing the addressing and/or incorporation of any and all VA comments from 35% review into 70% drawings.Specifications: Submit (2) copies of marked-up VA master specifications for each section to be used in final specifications. Specifications shall be tailored specifically for project, with any unnecessary specification sections removed, spec writer notes deleted, and any and all editing (i.e. // marks or [ ] brackets) of specifications sections shall be completed with any missing information shall be inserted into said editing marks or brackets. AE shall provide a master submittal registry identifying all submittals, separated by specification section, required to be submitted by the contractor for review during construction as part of AE s 70% package. Specifications shall also be provided in Adobe Acrobat file format.Brand Name Only: A/E shall provide a list of any proposed Brand Name Only materials or equipment in project with individual justifications as part of 70% drawings for CO approval.Brand Name Or Equal: A/E shall provide a list of any proposed Brand Name Or Equal materials or equipment in project with individual justifications as part of 70% drawings for CO approval.Constructions Drawings: Provide (2) copies of plans showing all necessary alternations to existing areas affected by this project. Drawings should include phasing, bid deducts if applicable, existing utilities, demolition plans, elevation sections and details, HVAC plan, plumbing plan, life safety plan, IRCA plan, controls plans, architectural plans, security plans, IT plans, electrical plans, single line diagrams, panel schedules and calculations. Drawing or drawings shall also be included showing all equipment to be installed on project as well as who will provide and who will install said equipment. Plans shall also be submitted in Adobe Acrobat file format.Finishes: Provide a binder with samples of the final finishes selected and a copy of the Specification section 090600 Interior / Exterior Finishes, Materials and Finish Schedule.Preconstruction Risk Assessment: AE shall provide two (2) copies of initial Preconstruction Risk Assessment as required by MCM 138-41. Assessment shall also be provided in Microsoft Word and Adobe Acrobat file formats.ICRA: ICRA drawings shall be based on Preconstruction Risk Assessment and will show all walls, anti-rooms, and location of negative air exhaust for each phase.Abatement: Asbestos and Lead Abatement, if required, shall be included in 70% drawings.Phasing: 70% submission drawings shall include clearly delineated phasing lines on all architecture, mechanical, plumbing, electrical, and fire protection drawingsBid Deducts: Bid Deducts shall be finalized based on VA 35% comments, be incorporated into the 70% design submission, and clearly delineated in drawings, specifications, and estimate.Third Party Life Safety Review: Contractor shall employ and utilize the services of a third party, independent life safety consultant to conduct a fire and life safety peer review of the project. A complete copy of consultant s report will be submitted as a part of the 70% design.Estimates: Provide two copies of construction cost estimates with any and all potential bid deducts included. Estimates shall be divided by phase, spec section and trade (labor, equipment, and material).Documents shall meet all applicable federal and state codes/requirements, including but not limited to OSHA, DER, EPA, NEC, and NFPA 101 Life Safety Code and shall meet the requirements of VA Program Guide PG-18-15.ONE HUNDRED (100%) PERCENT CONSTRUCTION DOCUMENT SUBMISSION DOCUEMNTS WORKING DRAWINGSAE shall provide report detailing the addressing and/or incorporation of any and all VA comments from 70% review into 100% drawings.Specifications: Submit (2) copies of marked-up VA master specifications for each section to be used in final specifications. Specifications shall be tailored specifically for project, with any unnecessary specification sections removed, spec writer notes deleted, and any and all editing (i.e. // marks or [ ] brackets) of specifications sections shall be completed with any missing information shall be inserted into said editing marks or brackets. AE shall provide a finalized, master submittal registry identifying all submittals, separated by specification section, required to be submitted by the contractor for review during construction in an Excel Format as part of 100% package. A complete copy of consultant s report will be submitted as a part of the 100% design.Estimates: Provide (2) copies of construction cost estimates with any and all potential bid deducts included. Estimates shall be divided by phase, spec section and trade (labor, equipment, and material).Documents shall meet all applicable federal and state codes/requirements, including but not limited to OSHA, DER, EPA, NEC, and NFPA 101 Life Safety Code and shall meet the requirements of VA Program Guide PG-18-15.After incorporation of 100% review comments the A/E shall provide two (2) full size and one (1) half-size set of sealed construction plans stamped by design professionals, two (2) bound copies of final specifications, electronic version of specifications in Microsoft Word and Adobe Acrobat and drawings in AutoCAD 2017 format and Adobe Acrobat, (2) copies of the final construction estimate, and a report detailing how each comment from 100% review was addressed or incorporated.ESTIMATESThe Engineering firm will make use of the construction budget to derive the 35%, 70%, 100%, and final construction cost estimates. All estimates shall be current as of the date of submission and escalated to the date of award as provided by the VA. Show unit quantity, unit measure, unit cost and total cost of labor and materials for each subheading, as required by VA FORM 10-6238, Estimate Work Sheet . All costs will include insurance, taxes and applicable subcontractors markup. Use wage rates that reflect current local wages. The latest Department of Labor wage survey available at the VA will be provided upon request. Price materials and equipment at the contractors buying level. Sales tax, when applicable, will be added to the material and equipment costs. Estimates should include an appropriate percentage for overhead and profit.Any project with an estimated construction cost of over five million dollars shall include a document providing a detailed evaluation of any potential deducts for VA approval. The deducts selected by the VA shall be identified and broken down in the construction cost estimate and delineated in the project s drawings and specifications.T. CONSTRUCTION PERIOD SERVICESServices during the construction phase of this project shall consist of:Review of contractor s submittals and shop drawings with recommendation to VA COR and CO. Reviews shall be returned to VA COR and CO within 15 calendar days of reception. If the scope of the required action is so extensive as to require more time, the A/E shall so notify the CO and COR, including information about the time needed to process the action. However, the A/E shall expedite delivery in every practicable way.Review of any or all contractors Requests For Information (RFI s) as required with recommendation provided to VA COR and CO. RFI response shall be provided to VA COR and CO within 4 calendar days of receipt. If the scope of the required action is so extensive as to require more time, the A/E shall so notify the CO and COR, including information about the time needed to process the action. However, the A/E shall expedite delivery in every practicable way.Design Deficiencies: Any redesign efforts, including site visits if necessary, required due to a design deficiency, errors, or omissions shall be completed by the AE at no additional cost to the VA. Revised drawings and specifications shall be provided to VA CO and COR as well as an estimate for the contractor to complete work detailed in revised documents. Said estimates will meet all requirements of Estimates Section of this contract.Cost Estimates: AE shall review and provide recommendation to VA CO & COR on each of the Construction Contractor s cost estimates. Recommendations shall include an independent breakdown of costs in detail, quantities, and unit prices and shall cover both additions and deductions of labor, materials, and equipment.AE shall attend Prebid/Preproposal Conference, Preconstruction Conference, and Biweekly Project Meetings during construction via phone conference. Inspections: AE shall attend all above ceiling and punchlist inspections for each phase of the project with a mandatory written field report submitted to the COR 5 calendar days after inspection unless indicated otherwise by COR. Site visits when requested by the VA, in accordance with the Engineering contract, each will be followed with a mandatory written field report submitted to the COR within 5 calendar days of the site visit.After completion of the project, AE shall provide a corrected, complete set of stamped plans showing any changes from the original design due to changes or as-built conditions from Contractor. Mylar reproducible plans and CD-R (or other electronic means) containing AutoCAD 2017 and Adobe Acrobat versions of the final, marked up drawings shall be received within 30 days of reception of Contractor s as-built drawings from COR.Provide the service of a certified Industrial Hygienist for monitoring and air sampling during the set-up and removal of asbestos and lead paint when applicable. Provide final report when complete.AE shall serve as or will provide a 3rd Party Commissioning Agent as necessary in project.EVALUATION FACTORSOfferors will be evaluated on the below factors in descending order of importance:Factor 1: SPECIALIZED EXPERIENCE & PAST PERFORMANCE Offerors will be evaluated on the team's demonstrated experience, performance, technical abilities, and relevant project work of a similar scope, budget, and complexity as the Statement of Work for new construction, renovations, major modernizations, building additions, historic restorations, hospital design, VA projects, among other tasks listed in the SOW. Submissions will be evaluated on demonstrated ability to execute constructible, biddable, and well-coordinated construction documents, while meeting schedules and tracking/controlling costs to bring projects in on budget +/- 5%. Offerors shall provide estimates, bid price and final construction cost (to include change orders) of the 10 most recent projects completed. Contractors shall provide up to five projects demonstrating experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates. These maybe the same projects identified above however contractor shall clearly delineate the construction period services performed and identify them for consideration.Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules will be evaluated. Past performance and specialized experience will also be evaluated based on example projects with past client/customer reviews. Offerors are encouraged to list awards, letters of recommendation, outstanding merits, evaluations, or letters from past clients that demonstrate quality in design, superior project management, customer service, or professional performance. The Government may also use corporate knowledge when evaluating this factor. Factor 2: PROFESSIONAL QUALIFICATIONS & EXPERIENCE OF KEY PERSONNEL Offerors must provide background of firms (prime and sub-consultants) and list of key personnel with professional registrations, certifications, licenses and/or other relevant credentials (ex. Registered Architect-RA, Professional Engineer-PE, LEED Accredited Professional, Certified Planner. List all State registrations for individuals licensed in multiple jurisdictions. Offerors shall identify and provide resumes of all key personnel. Key personnel are those who will be directly involved in providing the contract services will be evaluated on education, project experience, technical ability and other relevant qualifications that will provide the best opportunity for the successful completion this contract. Indicate specific role of key personnel for this contract and their level of involvement in example projects under Section G in Part 1 of the SF330. Factor 3: FIRM CAPACITY & MANAGEMENT OVERSIGHT Offerors must provide an organizational chart identifying key personnel for this contract. Additionally, offerors must provide a management plan which describes the firm s ability to accomplish work with in-house personnel either onsite or at branch offices, and clearly delineate what work will be performed by subconsultants. Proposals will be evaluated on how teams are organized, effectiveness of the organization, how well the teams work together, how they will maintain good working relationships; that roles, responsibilities and authorities are clearly established; how the teams can be proactive or responsive to emerging situations, conducting situation evaluations and make midcourse corrections. Evaluation will be on communication, is there a plan and commitment to timely communications; are communications defined, clear, and efficient and demonstrate how stakeholders are included. The evaluation will also consider the firm s present workload and the availability of the project team for the specified contract performance period. Plan should state the offerors proposed response time to review shop drawings, RFIs, change order requests, submittals, etc. Offerors should note if selected response times proposed may be incorporated into the statement of work as the standard. Specify the percentage of work on each project performed by each partner, if the project is a joint venture. If supplemental resources are needed, identify how the resources will be obtained through partnering or teaming.Factor 4: PROPOSED PROJECT DESIGN APPROACHDesign approach statements will be evaluated based on demonstration of a clear understanding of the instant project. Statements should identify potential problems and proposed solutions. Statements shall also outline designers plans to execute project and plan subsequent construction while minimizing impact on VA hospital operations. Evaluation will also consider business philosophy, customer service philosophy and standard level of care.Factor 5: GEOGRAPHIC LOCATION & PLANThe plan will outline the team's knowledge of CMCVAMC and unique requirements, along with the team s ability to accomplish the required AE services. Offeror s must indicate firm s/team s location, including main offices, branch offices and any subconsultants offices and demonstrate how the team will service the geographic area. The plan shall demonstrate knowledge of local conditions within the geographical area including tactical, operational, strategic issues for all areas of design, as well as bidding and construction related to the key disciplines. This may include everything from supply, labor force, weather and seismic conditions, to the local construction climate's impact on cost estimating. There will also be consideration given to how key team members can conduct pre-design site review of the proposed work while minimizing extra cost to the government for travel.Factor 6: USE SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES, VETERAN OWNED SMALL BUSINESSES AND OTHER TYPES OF SMALL BUSINESS The contractor shall provide a summary identifying the extent to which it commits to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors. Proposed subcontractors shall be identified by business type, DUNS number and percentage of work to be performed.
