Description
The U.S. Environmental Protection Agency (EPA), has a requirement for a multiple award of indefinite-delivery, indefinite-quantity (IDIQ) contracts to provide Nationwide Commissioning Authority services. The professional services will primarily consist of Commissioning Authority services for new construction, major renovations, and retro-commissioning projects nationwide for EPA laboratory facilities, including campus buildings, (i.e. office buildings, warehouses, support buildings, and any other facilities that may be included on an EPA campus). The sizes of the EPA facilities vary from less than 5,000 square feet to over 1,000,000 square feet. These services are to be delivered on an as-needed basis. A Draft of the Statement of Work is attached to this announcement for additional information.Award of multiple indefinite-delivery, indefinite-quantity (IDIQ) contracts are anticipated with one (1) year base periods and four (4) one-year option periods. Specific requirements will be identified in written task orders issued by the Contracting Officer which may include but are not limited to: assisting the Government with establishing the Owners Project Requirements which may include the review of design documents; development of commissioning plans; commissioning of facilities and systems; preparation of reports; and development of electronic system manuals. Required disciplines may vary by project. In addition to rates, the Government's evaluation of proposals will include an assessment of each offeror's technical capability and past performance. All non-price evaluation factors, when combined, are significantly more importance than price. The Government intends to evaluate proposals and make award without discussions. This acquisition is being conducted as a total small business set-aside in accordance with FAR Part 15. Competition is limited to small business firms certified by the U.S. Small Business Administration. The North American Industry Classification System (NAICS) code is 541330, Engineering Services, the small business size standard for which is $15M. All responsible small business concerns that are certified by the U.S. Small Business Administration may submit a proposal, which will be considered by the EPA. It is anticipated the solicitation will be released through the beta.sam.gov website with electronic download via www.fedconnect.net, on or about December 30, 2019. No hard copies will be provided.
