The scope of work will be for troubleshooting and diagnosis of issueswith the generator. The requirement for repair is no longer part of the scope for this project. The solicitation period is extended until 11:59PM on Wednesday December 11, 2019. All other terms and conditions remain unchanged. REVISED STATEMENT OF WORK (SOW)As of 4 December 20192. Background. VA Long Beach Healthcare System requires a contractor to troubleshoot, and diagnose thie Cummins Onan 600KW, 60HZ, 277V/480V, 900-AMP Emergency Generator at bldg-126-OP. The generator is currently non-operational due to a knocking noise coming from the main block engine. A temporary back-up generator is in place and connected to supply load in the event of an emergency. This generator is critical to patient care and supplies power to bldgs. 126-OP, 7, 138 and 161.2.1 Scope. Contractor shall troubleshoot and diagnose a Cummins Onan 600KW, 60HZ, 277V/480V, 900-AMP Generator in Bldg 126-OP.2.2. Specific Tasks2.2.a. Service technician shall check in with facility technician before beginning any services.2.2.b. Contractor shall fence-off all working areas that are in Pedestrian Pathways, set-up Safety Barriers in all other work areas with Delineators and Caution Tape to ensure the Safety of Staff and Patients.2.2.c. Contractor shall provide all parts, labor and material needed to teardown, troubleshoot and diagnose the generator according to manufacturer specifications and in compliance with: NFPA 37: Standard for the Installation and Use of Stationary Combustion Engines and Gas Turbines, NFPA 70: National Electric Code NFPA 70E: Standard for Electrical Safety in the Work Place, NFPA 99 Healthcare Facilities, NFPA 101 Life Safety NFPA 110: Standard for Emergency and Standby Power Systems South Coast Air Quality Management District (SCAQMD)2.2.d. Contractor shall perform initial troubleshooting and diagnosis; and report findings and provide recommendation to the facility POC. Contractor will report all repairs that are needed to be performed on the Generator to the POC and will provide an all-inclusive and detailed log describing service performed, and all parts, labor, and material needed for the repair of the Generator.2.2.e. Once report is reviewed and approved by COR Contractor shall re-assemble Generator according to exact manufacturer specifications with the exception of any components that are provided in the service report as needing replacement.2.2.f. All omissions of original Generator components must be sent in writing and approved by the COR prior to re-assembly.2.2.g. Contractor shall install One (1) Exterior Mounted Glass Break Emergency Shut-off Switch and One (1) Audio Visual Alarm on the exterior of Building-126-OP Generator room, at location specified by the facility POC. 2.2.h. Contractor shall be responsible for running all wire and conduit, and supplying all material, hardware and fasteners to secure conduit to surface and tie Emergency Shut-off Switch and Audio-Visual Alarm to existing system in accordance with NFPA 70 NEC Regulations. 2.2.i. All conduit ran inside of generator room shall be � EMT and all conduit ran outside of generator room shall be � Rigid.2.2.j. Contractor shall be responsible for making all penetrations through existing surfaces to run Emergency Shut-off Switch and Audio-Visual Alarm, and for sealing all penetrations (including but not limited to) fire caulking, in accordance with NFPA 70E Regulations.2.2.k. Contractor shall install One (1) Floor Mounted Heavy-Duty Door Stop with Hook to ensure a minimum of 6 of clearance between Emergency Shut-off switch and existing entrance door to Generator Room 126-OP. 2.2.l. Contractor shall be responsible for handing over Generator in the same condition prior to diagnostic service, with the exception of any VA approved omitted components, to the Electric Shop Supervisor upon completion. 2.2.m. Upon completion of required work, contractor shall contact POC to validate completion of required services.2.2.n. Contractor shall provide a company letter head digital report to the POC containing all findings, recommendations and services performed to generator 126-OP.2.2.o. Contractor shall be responsible for disposing of all unused material and cleaning work area prior to leaving facility.2.2.p. All work shall be performed during normal business hours except for the Four (4) Hour Load Bank Test (if required) which will be conducted on Saturday or Sunday only.2.3. General Requirements2.3.a. Contractor shall provide all Labor, Parts, Materials, Equipment, and Supervision required to perform all work.2.3.b. Contractor shall be responsible for repairing all damages incurred during performance of this scope of work to include removal/installation or moving materials and tools in and out of the work area, at no cost to the VA.2.3.c. Contractor shall supply and wear all OSHA regulated Personal Protective Equipment (PPE) while performing work.2.3.d. Any damage caused by the Contracting Personnel shall be repaired to be replaced by the Contractor with no costs to the VA.2.3.e. Contractor shall remove all debris, provide dust control and keep entire area clean and orderly each day.2.3.f. Contractor shall provide all State, City, County, Federal, OHPOD, and AQMD permits as required.2.3.g. All work shall be performed in accordance with NFPA 70 National Electric Code (NEC) Regulations.2.3.h. Contractor shall follow all policies (Parking, Safety, Smoking, Security, etc).2.3.i. SMOKING POLICY. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas.2.4. Safety Requirements2.4.a. Contractor and Employees to attend a 30-minute VA Safety briefing provided by the Safety Department.2.4.b. Contractor shall comply with all applicable Federal, State, and local requirements regarding workers health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR), Parts 1910 and 1926, NFPA 70E, Article 130.7 29 CFR 1910.132(d)(1)(iii), 29CFR1910.1372.4.c. Contractor shall provide all necessary tools, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely.2.5. Security Requirements.2.5.a. All Vendor personnel are required to wear I.D. badges during the entire time he/she is on Government property. I.D. badges must have an identification picture and shall state the name of the individual and the company he/she represents. Contractor and Employees shall report to the POC, Liam Boccia, to be issued Temporary ID Badges before proceeding to the job site. Vendor shall also check-out with the POC and Police Service before leaving the job site.2.5.b. It is the responsibility of the Vendor s personnel to park in the appropriate designated parking areas. Parking information is available from VASDHS Police Service. VASDHS will not validate or make reimbursement for parking violations of the Vendor s personnel under any circumstance.2.5.c. Vendor will not have access to patient records, data or VA computer systems.
