- Description
- The National Library Service for the Blind and Print Disabled (NLS), Library of Congress (Library), administers a free library service specially designed to support the needs of blind or print-disabled United States residents. NLS administers the program through a network of cooperating libraries throughout the United States and in U.S. territories. All individuals who provide materials for NLS are required to be Library-certified as proficient in the Braille codes, to ensure that the texts in the NLS collection are of the utmost quality. The Library offers a Braille training program at initial and advanced training levels, as well as certification for transcribers and proofreaders for all the Braille codes.Through this solicitation, the Library is seeking curriculum development services for an updated Braille training and certification program. The Library will use the Best-Value Tradeoff process to evaluate the offers and select the one which is most advantageous to the government. Full details are outlined in the attached documents. The awardee’s payment structure for teachers and curriculum development personnel shall be subject to the provisions of the Service Contract Act (SCA), according to the terms of the solicitation.Proposals must be submitted via email to the Contract Specialist and Contracting Officer, at gmac@loc.gov and jarobinson@loc.gov, and must be received by the Library by the closing date and time of the announcement to be considered. Late proposals will not be considered.
