- THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation IFB 15B51720B00000001 for the award of a firm fixed-price construction contract for the Federal Detention Center (FDC) in Houston, Texas. FDC Houston is a federal correctional facility located at 1200 Texas Avenue, Houston, TX 77002. The project consists of foundation underpinning and miscellaneous repairs, to include but not limited to the saw cutting and removal of two (2) layers of interior concrete slab totaling from fifteen (15") to twenty (20") inches thick, exterior work for the removal of a standard six (6") inch sidewalk. All work to be performed mostly by hand work due to the closeness to the building walls and the limited work space in the building. It is anticipated that this work will be performed Monday thru Friday, during normal business hours. Due to security requirements actual productive work hours will be approximately 6-7 hours with a projected schedule of 240 days. See the Scope of Work attachment included with the solicitation posting (to be issued at a later date as described herein) for the complete requirements of the work.The solicitation will be made available on or about December 10, 2019 and will be distributed solely through the https://beta.sam.gov . Hard copies of the solicitation will not be available however, the site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition.The performance period for the project will be 240 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $1,000,000 and $5,000,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of this selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The NAICS code for this requirement 238110 is with a corresponding size standard of $16.5 million.IMPORTANT: This is a unrestricted solicitation. All vendors are encouraged to submit a bid.
