Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional proposals are being requested, and a written solicitation document will not be issued.This solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01 dated November 12, 2019 and Defense Federal Acquisition Regulation (DFARS).The associated North American Industrial Classification System (NAICS) code for this procurement is 311999, with a small business size standard of 500 employees. In accordance with the Federal Acquisition Regulation (FAR) Part 6.102(b), this procurement is a Full and Open CompetitionThe USPFO for Kansas intends to award a Firm Fixed Price, Blanket Purchase Agreement with a five year period of performance. The BPA Master dollar limit is $250,000. Products furnished under the agreement will be purchased on a call order. The Call Orders will obligate funds and provide the vendor with the 1) date of the order; 2) Blanket Purchase Agreement number and call order number; 3) delivery dates; 4) quantity of supplies; and 5) estimated cost. No funds are obligated under the agreement until a call order is issue. Each call order will be required to be invoiced separately. A list of individuals authorized to purchase under the BPA shall be furnished to the supplier by the contracting officer. This is for the delivery of required perishable and non-perishable food items and miscellaneous cleaning products to conduct the 92G; Culinary Specialist Program at KSRTI, Salina KS. All proposals shall be submitted no later than December 18, 2019, 2:00 pm CT.Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition. (a) The Government will award a Blanket Purchase agreement resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price will be evaluated to determine it is complete and reasonable;(ii) past performance will be evaluated to determine overall past performance acceptability including quality of services, business relations, compliance with regulations, and customer satisfaction. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a blanket purchase agreement without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov.
