Description
NOTICE OF INTENT TO AWARD A SOLE SOURCEThis Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.USDA Farm Production and Conservation- Business Center on behalf of the USDA NRCS New Mexico State Office intends to award a sole source award to New Mexico Department of Cultural Affairs- Archeological Records Management Section (NM DCA-ARMS) to furnish:CULTURAL RESOURCES DATABASE SUBSCRIPTION & SEARCH SERVICESIn order to satisfy the requirements of the National Historic Preservation Act of 1966, as amended (“The Act”), for EQIP projects throughout the state, NRCS requires access New Mexico Cultural Resources Information System (NMCRIS), a database maintained by the Archaeological Records Management office, New Mexico Historic Preservation Division, Department of Cultural Affairs, of the State of New Mexico. Section 106 of “The Act” requires federal agencies to locate properties that may be eligible for inclusion in the National Register of Historic Places before exercising agency-assisted projects. The State of New Mexico is singularly responsible for transmitting cultural resources data in New Mexico in accordance with the National Historic Preservation Act of 1966, as amended. All private and government entities report their projects and data to the State.Therefore, the New Mexico Cultural Resources Information System (NMCRIS) is the only comprehensive source of cultural resources data available to NRCS in New Mexico. Access to the NMCRIS database allows NRCS field office personnel to directly and efficiently request preliminary records checks for NRCS cost-share projects from the Archeological Records Management Section (ARMS). The NRCS shall use the information in the State database including site and survey data to create GIS Site and Survey Layers for NRCS cost-share projects in New Mexico.DELIVERABLES:Upon receipt of NRCS project information (shapefile, project name, township, range, section and acreage) ARMS shall register and assign the project in NMCRIS and overlay the electronic file onto existing GIS site and survey maps.A. Within two (2) working days, ARMS shall provide to NRCS:a) The assigned NMCRIS number,b) GIS data along with a shape file containing all sites and survey areas from the ARMS database within 500 meters of the project area, andc) Upon request, copies of the actual written recordsCONFIDENTIALITY:All site data is considered confidential under the National Historic Preservation Act of 1966, as amended, and the New Mexico Cultural Properties Act, and shall not be released to the public. However, computerized site and survey summaries and maps may reside on computer databases as part of the project plans and may be released in limited fashion to the project proponent to facilitate protection of historic properties during project implementation.PERIOD OF PERFORMANCE:The period of performance for this purchase order is:Base Period: January 1, 2020 to December 31, 2020.Option Period 1: January 1, 2021 to December 31, 2021.Option Period 2: January 1, 2022 to December 31, 2022.Option Period 3: January 1, 2023 to December 31, 2023.Option Period 4: January 1, 2024 to December 31, 2024. (See attached Statement Explaining the Absence of Competition)This purchase will be made utilizing Simplified Acquisition Procedures in accordance with:Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.Interested parties may identify their interests and capability to respond to this requirement by December 20, 2019 at 6:00 PM Eastern Time. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government.
