- This is a SPECIAL NOTICE ANNOUNCEMENT ONLY.� It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract.��Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing.� The purpose of this Special Notice Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of performing the work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.���Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The contractor shall provide Labor and Material necessary to accomplish the services as described in the statement of work (SOW),Contractor shall maintain six (6) Sanipur� Monochloramine Generators for secondary water treatment, one (1) unit located in East Orange serving all the domestic water entering the buildings and five (5) units in the Lyons campus one (1) each in buildings 7, 53, 57, 135 and 143. Contractor shall maintain the Monochloramine generators, chemical reagents, parts and labor and associated services will be part of the performance requirements throughout this base plus four (4) period of time.Contractor shall maintain Ten (10) Continuous Water Quality Monitoring (CWQM) and Monochloramine Stabilizer (Mono S) Panels. These panels monitor pH, conductivity, oxidant level, total chlorine, temperature and pressure in the domestic cold and hot water systems in the scheduled Buildings and output the readings continuously to the Buildings BAS. These Mono S panels also stabilize Monochloramine in the hot water systems in accordance with Sanipur s proprietary SMS method to minimize free ammonia formation. The VANJHCS wishes to continue to lease Monochloramine Water Treatment systems and provide for the continued operation, maintenance and remote monitoring of both the leased Monochloramine systems and the purchased Continuous Water Quality Monitoring and Monochloramine Stabilizer Systems. The combined requirement scope is to provide for the continued lease of the Monochloramine Generators for secondary water treatment including the supply and maintenance of the equipment, supply and delivery of National Sanitation Foundation� certified chemical reagents, parts, and labor necessary for their continued operation and for the maintenance, probe calibration and replacement (as required) for the Continuous Monitoring Domestic Water System in compliance with the VA 1061 program directives.Important Information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Special Notice Announcement request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.�The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Small Business firms is anticipated. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 811219 (Other Electronic & Precision Equipment Repair and Maintenance). Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov).�It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA).��Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.�All interested Offerors should submit information by email to Clifford .Harrison@va.gov and�should be received no later than 12:00 pm EST on December 13, 2019.
