**Update 6 December 2019**In response to Industry's request please see the updated PWS, Section L, L-3 Staffing Govt Estimate, L-4 Past Performance Information, L-5 Past Performance Questionnaire, and Performance Incentive Plan.Please review and submit only critical comments no later than 9 December 2019 1500PT. For planning purposes the Government is intending on releasing the final RFP NLT 13 December 2019.**End Update****Update 26 November 2019**Please see the "Consolidated Industry Day Comments" and "Time Phased Person Loading Graph Sample" documents. Please note that the Industry Day attendees are listed on the last page of the "Consolidated Industry Day Comments" document. Due to industry feedback, these documents have had the most drastic updates and the Government is seeking additional industry feedback. Please review and submit only critical comments no later than 2 December 2019 12:00PT. For planning purposes the Government is intending on releasing the final RFP NLT 6 December 2019.If you have any questions or comments please contact the Contracting Officer.**End Update**This draft Request for Proposals (dRFP) is for planning purposes, and does not constitute an invitation for bids, request for proposals, quotes, or indication that the Government will contract for the items contained in this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses.The Space and Missile Systems Center/Launch Enterprise (SMC/ECL) at Los Angeles Air Force Base, CA is requesting industry feedback on the dRFP for continued Systems Engineering & Integration (SE&I-2) services. The dRFP documents are included as attachments to this announcement. Additional sensitive dRFP documents can be found in the SE&I-2 Library. Interested contractors may request access to the Bidder's Library by emailing the points of contact listed above and must obtain and sign a Non-Disclosure Agreement (NDA) prior to being granted access to the Bidder's Library. All information in the Bidder's Library is at the unclassified level.Responses to this dRFP are to be submitted no later than 8 November 2019 at 12 pm (PDT). All responses and questions shall use the provided comment resolution matrix (CRM) and shall be submitted to the email addresses above and shall include the contact information of the requestor.Additionally, the Government plans to hold an Industry Day with one-on-one meetings with industry approximately 23 - 25 October 2019. To participate, you must submit a request, no later than 18 October 2019, to the points of contact above to schedule a time and receive further details. Requests shall include the contact information of the requestor.Though not a small business set-aside, responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 541715. The small business size standard is 1250 employees.Offerors are advised that data submitted to the Government in response to this solicitation may be released to individuals who work for Tecolote Research, Inc. as non-Government administrative support. Tecolote Research, Inc. is bound by appropriate non-disclosure agreements with the Government.
