Description
Air Monitoring Replace Fire Alarms - Batavia Project #528A4-16-201The purpose of this amendment is to provide answers to requests for information received by potential offerors. All Vendors must acknowledge amendments as indicated in the original combined synopsis/solicitation. The due date for quotes remains Thursday, December 19, 2019 at 11:59 PM and should be submitted to Rachel.Beason@va.gov. Can out-of-state certifications count for NY certifications? No. The Batavia VAMC follows the NY Code Rule 56 for abatement which requires NY state certified sampling technicians. Is there a staging plan and/or schedule for the alarm replacement? There is a tentative schedule however much of the work is based on the air monitor. The period of performance for the air monitor is stated within the solicitation as 6 months (180 days). The construction contractor will coordinate the schedule with the field air monitor after award. Is a site meeting planned? Per the posted combined synopsis/solicitation, there is not a site visit scheduled for this requirement. Will all rooms in the campus be outfitted with fire alarms? No all rooms do not have fire alarms. The system was designed based off NFPA 101, 70 and 72. This was designed in 2016.Has the RFQ for the construction been developed, advertised, or awarded? The project is in construction and we are at approximately 20% complete. The contract number for reference is 36C24219C0121. Will the whole project be performed in a single phase or are there multiple phases to the project? The construction project, like the air monitor, has a period of performance. There are NO phases as this contract is to be completed within the period of performance. The existing fire alarm system is to remain 100% operational until the new system is installed so the contractor will need to install the new system, then go back and remove the old system.How many hours of air monitoring are anticipated for the project? It would be helpful to know the number of days estimated so that we can put a cost for air monitoring. The VA anticipates 180-day total period of performance, less most weekends and holiday or approximately 110 working days. However, the project will be very fluid and will need manpower coordination with the VA COR and construction contractor. How many travel trips should be estimated for the project? The VA will not dictate how the Air Monitor choses to staff the location. See above for estimated workdays. The cost schedule mentions 1b Air Monitor Travel to site (see para (ix)3 for instruction) . Please specify the page number for the instruction in the solicitation for this. Located in para ix(3) of the combined synopsis/solicitation. In addition, when including travel to the job site, provide a separate breakdown of costs to include, method of travel, (airfare/rental car or personal/company car including rate and mileage), hotel costs, and per diem for traveler. Specifically, the VA is looking for the costs of 1 round trip in the breakdown and a total in the price schedule. The PCM and TEM samples quantity has been provided in the solicitation, does this quantity includes the field blank samples? The PCM samples mentions pre-abatement, while working and clearances but no mention of field blanks is there in the solicitation? There is NO abatement in this project. The contractor is installing fire alarm systems in areas that may potentially have some ACM that are unknown. They do not plan to disturb any ACM should there be any. The air monitor is just to assure that no air has been contaminated.How many reports does the consultant need to provide? Does the consultant need to provide report for each location (75 drilling and 500 hanging conduits)? Plan on providing a report at the end of each month with work that is completed, 6 reports.Does the consultant need to review any abatement plans for the work submitted by abatement contractor? There is NO abatement in this contract as stated in the SOW. Please clarify how many hours are anticipated for the 2nd shift and weekend work. Plan on 5 Saturdays (full 8-hour shift) to accommodate this work.
