- Amendment 0006 (6 Dec 2019)The purpose of amendment 0006 is to provide notice this acquisition has been put on a long-term hold as the GSA requirement for these services is under review and may lead to cancellation of this solicitation if the requirement is no longer valid. The government regrets the need to disrupt this acquisition and the contracting officer wants to thank all parties interested or participating in this acquisition to this point for their time and effort. As soon as additional information is available, it will be posted. At this time, the proposal due date is extended to 31 March 2020 and the time remains at 2:00 PM EDT. This date is being used as a placeholder until the final decision is made to cancel this requirement or find the required need date for these services if the requirement remains valid.Amendment 0005 (19 Nov 2019)The purpose of amendment 0005 is to re-submit in beta.SAM the attachments from Amendment 0004, update the Question and Answer Sheet, and clarify the changes to be made in the Request for Proposal (RFP) based on the Questions and Answers.As with any new system, there have been some issues in the use of beta.SAM. There have been issues getting the links to the attachments to work, the attachments being difficult to open, the attachments not being assigned the right file extensions o they have to be manually matched to the a program to open, and only the most recent changes showing up in the description of the acquisition.To attempt to overcome some of these issues, amendment 0005 includes the full acquisition description from the beginning through all five amendments. It also re-attaches all of the files submitted as a part of amendment 0004 and includes a revised Questions and Answer sheet with 2 additional questions and a correction to the contract value listed in question 2.Lastly, amendment 0005 clarifies how updates to the RFP will be provided as a result of any answers that require a change to the RFP. All answers requiring a RFP change are highlighted in blue. These changes have not yet been made in the RFP yet as the government is waiting to finish answering all questions before sending out the updated RFP. Amendment 0004 (and 0005) were sent prior to completion of the answers to ensure all potential offerors were notified of the changes in the due date and the period of performance start date.The proposal due date does not change as a result of this amendment and remains 19 Dec 2019.Amendment 0004 (18 Nov 2019)The purpose of amendment 0004 is to extend the proposal due date from 21 Nov 2019 to 19 Dec 2019. The time remains at 2:00 PM EST. This change was made on page two of the solicitation and page one of the SF 1449; both are revised and included with this amendment.The government continues to work to resolve all of the issues related to the questions submitted and has included a list of the questions and answers resolved to date along with a listing of the questions still to be answered. The remaining questions will be answered and provided as soon as possible.Additionally, the Government is re-evaluating the requirement to ensure it properly reflects the required performance from the contractor. The time remains at 2:00 PM EST. This change was made on page two of the solicitation and page two of the SF 1449; both are revised and included with this amendment.This change will likely change the start of the performance period but that is not certain at this time and it is uncertain what would be the new start date; therefore, the period of performance remains with a 1 Feb 2020 start date at this time.Amendment 0002 (17 Oct 2019)It was identified several of the cells were cutoff in the "Questions submitted, received, and under review. The answers to these questions will be published as soon as they are available" section on Amendment 0001.Amendment 0001 (17 Oct 2019)The purpose of amendment 0001 is to make several administrative and corrective changes to all of the Requestfor Proposal documents. It also provides the pre-proposal conference and site visit slide presentations and the firstround of questions and answers.This amendment identified unanswered questions that will be answered and published versus a secondamendment.While the government recognizes there are still issues that must be addressed prior to proposals being submitted,the government also believes the information contained in this amendment is time critical and should be provided to vendors as soon as available rather than wait for additional information or answers to questions.Original Post (25 Sep 2019)The Federal Executive Institute (FEI) is an OPM facility located in Charlottesville, VA. The site operates under the oversight of the local FEI administrative team. The FEI is open 52 weeks a year and holds classes about 50 weeks a year. Services will be performed at the FEI campus which consists of four buildings containing 86 guest rooms, 40 offices, 17 classrooms, two dining rooms, a kitchen, a fitness center, two multi-purpose rooms, 14 acres of grounds and parking areas. FEI has an estimated 81,450 gross square feet with 73,250 occupied square feet. Each building is two to three stories.FEI programs include (1) The Leadership for a Democratic Society (LDS) Program, (2) multi-agency open enrollment programs, and (3) single-agency custom-designed programs. On average there are eleven four-week LDS programs each year for 72 to 86 executives and a total of fifty multi-agency open-enrollment, and single-agency custom designed programs delivered each year. These programs range from one day to two weeks in duration. Leadership for a Democratic Society (LDS) is the primary open enrollment program and is provided almost monthly. The LDS cohort can accommodate upwards of 90 participants plus supporting faculty and staff; typical participation rates are between 60 to 70 participants. In addition, customer designed programs/courses can be provided concurrently with a typical participation range of 10 to 40. An estimated 2,400 participants consuming an estimated 72,000 dining room meals are anticipated for Fiscal Year 2019.In support of its mission to develop executives by creating an interagency residential learning center with a curriculum that addresses broad perspectives basic to effective performance in the senior executive service, HRS requires continuation of Facility Engineering, Operations and Maintenance, and Conference Support Services.The contractor will provide Executive Level Conference Services at FEI in Charlottesville, VA (see Attachment 2, Site Map). These services will include, but are not limited to the following:1 - Facilities Management2 - Program Support3 - Grounds Keeping Support4 - Laundry and Dry Cleaning5 - Food and Beverage Service6 - Mechanical and Grounds Maintenance7 - Painting Services8 - Insect and Rodent Control Service
