Special Notice Request for Information Only This is a Sources Sought Notice only. This does not constitute a solicitation. The information gathered from this request for information (RFI) is for planning purposes only. The Government is not obligated, nor shall it pay for, any information received from potential sources as a result of this Sources Sought Notice.The purpose of this notice is to identify business entities capable of providing the services listed below for the VAMC Martinsburg WV. The North American Industry Classification System (NAICS) identifier for this service is 562111 Solid Waste Collection. Service-Disabled Veteran Owned Small Businesses (SDVOSB s) and Veteran Owned Small Businesses (VOSB s) must be registered in Vetbiz (www.vetbiz.gov) and in SAM (System for Award Management) (https://www.sam.gov). Deborah.Reardon@va.gov. Statement of Work: SOLID WASTE DISPOSALGeneral Description:SERVICE: Provide equipment, and labor to transport solid waste and recyclable refuse. Units are to be provided by and serviced by the contractor. Designated locations are assigned for each unit, (subject to change in cases of urgency). Base year with four (4) option years.Work is be performed at the Veteran Affairs Medical Center, 510 Butler Ave, Martinsburg, WV 25405Specifications:General: Any debris scattered by the Contractor on the Medical Center ground must be recovered and removed by the Contractor immediately, if the fault is found to be the Contractor. The compactor area much be left in a sanitary condition. The Contractor in accordance with all Federal, State and local regulations must recover any leakage or scattering of waste while in transit. The Contractor-owned compactor/container shall remain in good conditions throughout the term of the contract. Any damage caused by the Contractor personnel during the performance of this contract shall be reported to the COR or directly to the Contracting Officer immediately and shall be repaired by the Contractor. Any repairs required to maintain the proper operation of the compactor/container should be reported to the Contractor by the COR immediately for timely repairs to prevent environment disruption and completed in as timely a manner as possible so as not to disrupt day-to-day operations within the Medical Center. Contractor is responsible for obtaining all necessary permits, licenses, manifest and necessary documentation in order to comply with all Federal, State, and local laws, regulations and ordinances applicable to the transportation and handling of solid waste as performed under this contract.Schedule: Hours of work shall be performed during normal business hours 7am to 4:30pm. Monday through Friday, excluding federal holidaysStandards: Contractor shall assume full responsibility for compliance with all Federal, State, County and City laws, rules and regulations governing collection and disposal of waste materials. Disposal shall be performed in such a manner as not to create conditions detrimental to public health or to constitute a public nuisance.Contractor shall always maintain the furnished containers in a clean and sanitary condition. Contractor-owned metal containers shall be steam-cleaned as needed prior to returning the container to the VA Medical facility after disposal. Coordinate this effort with the COR. Particular attention shall be paid to the prompt cleanup of oil and/or grease spills, either generated from the vehicle(s) used to haul containers or because of container leakage.The containers shall be kept in good repair; metal containers sna11 use painted when warranted (i.e., appearance of rust spots, stains excessive chipped areas, etc.) Lids are to be maintained in proper operating condition.If during the contract period, VA determines that the condition of any equipment supplied by the Contractor constitutes a hazard to the health, safety or welfare of VA employees, patients, or the general community, the Contractor shall, immediately upon receiving notice of such determination, by the Contracting Officer or COR, remove the equipment from the VA installation and shall immediately replace it with equipment which is approved by the VA facility.The Contractor shall provide a WEIGHT TICKET for each disposal made at an approved landfill, certifying the number of tons and types of waste removed from the VA facility for transport and destruction. This weight ticket will be provided with each bi-monthly & monthly invoice.Volume should also be recorded for removal of recycled materials, to allow the maintaining of records in accordance with the GEMS (Green Environmental Management System) program.Task Locations: Elevators and Dumbwaiters are in various locations:Solid Waste Pick up/Disposal Schedule10 ea. - 8 cu yd containers-contractor owned Pick-up/Disposal as followsMonday. Single Stream Recycling Totes Totes are to be picked up and delivered at the per-determined location/engineering dock,if required relocation is the responsibility of the VA. EMS is responsible for the relocation to specified areas.Tuesday and Friday between 10am & 1pm One (1) self-contained, contractor ownedSpecial Provisions: N/ AInterference to Normal Function: Contracted personnel may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility and fire protections systems.7, Disposal of Hazardous Wastes: N/AStorage of Materials: N/ ACall Back Requirements: Contractor will guarantee completion of requested task in accordance to the General Specifications.Required Contractor Reporting:Contractor is not hourly paid, signing in is not necessary. Service Ticket: Must contain the unit size and/or tote quantity.Contractor must contact COR with any deviation of scheduling no matter theresponsible party.Identification, Parking, Smoking and VA Regulations: The contractor's personnel shall abide by all VA Medical Station policies concerning speed limits and provisions of identification for access to the facility, parking assignment, etc. The VA will not invalidate or make reimbursement for driving or parking violations of the contractor personnel under any conditions. Smoking is prohibited on federal grounds (especially inside buildings) except for designated smoking areas. Possession of weapons is prohibited. Enclosed containers, including tools kits, shall be subject to search. Violations may result in citation answerable to the United States Federal/District Court.General Conditions: N/AThe Contractor shall establish a complete quality control program to assure the requirements of the contract are provided as specified, within five (5) work days prior to the starting date of the contract, the Contractor shall submit a copy of his program to the COR, for approval. The program shall include, but not be limited to, the following: An inspection system covering all the services described in the contract. A checklist used in inspecting contract performance during regularly scheduled or unscheduled inspections. The name(s) of the individual(s) who will perform the inspection.The checklist shall include every area of the Contractor's operation as well as every task required to be performed at this facility.A system for identifying and correcting deficiencies in the quality of services before the level of performance becomes unacceptable and/or the Medical Center inspectors point out the deficiencies.
