Description
SOURCES SOUGHT ANNOUNCEMENT: The Department of Veterans Affairs Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805 is conducting a market survey to identify potential sources to provide all necessary resources required to provide temporary parking and perform a shuttle service to transport government employees to and from the Wilmington VA Medical Center. This announcement is issued for informational planning purposes only and is not a request for quote or announcement of a solicitation. Submitting information for this announcement is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.The purpose of this market research is to identify capable sources that are both experienced and qualified to provide both Temporary Parking Spaces and Employee Shuttle Services to and from the Wilmington VA Medical Center while a parking garage is being constructed. The contractor shall provide 300 temporary parking spaces. Spaces are to be located within a 3-mile radius of the medical center. All 300 spaces do not need to be co-located. Satellite parking facility to be equipped with site lighting meeting the standards set by the Illuminating Engineering Society of North America (IESNSA). Outdoor parking locations and walkways must be kept free of snow and debris. The parking lot owner must exercise reasonable care in safeguarding all vehicles. In addition, the contractor shall provide continuous shuttle bus transportation service during parking hours of operation. This service shall include all resources necessary to successfully staff, operate, maintain, and support the routes required. This service shall be for all authorized Government personnel (Federal employees and PIV badge holding contractors) and their accompanied guests. The contractor must provide shuttle buses that can accommodate a minimum of 30 people for the designated stops. Temporary parking is required, and shuttle buses must operate Monday through Friday between the hours of 6:00 am and 6:00 pm. Shuttle service shall begin the first pick-up promptly at 6:00 am, and have pick-up and departure occur from each designated stop every 15 minutes. It is the contractor s responsibility to provide a schedule for each stop throughout the day. Highest demand is anticipated between 6:30 am 8:00 am and 3:30 pm - 5:00 pm.The North American Industry Classification System Code (NAICS) is 485113 Bus and Other Motor Vehicle Transit, and the small business size standard is $16.5 Million for this type of effort. Vendors must be registered in the System for Award Management (SAM https://www.sam.gov) and have a current licensure to provide shuttle bus services in the state of Delaware. Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB s and VOSB s) must be registered in VETBIZ and maintain a current certification.CAPABILITY STATEMENT AND DOCUMENTATION:Companies are invited to provide their capabilities, experience, and knowledge in providing Temporary Parking and Shuttle Bus Services. Sources must provide the following information:1. Company name, address, website, DUNS number, business type, socio-economic status (e.g., SDVOSB, VOSB, Woman-Owned, Disadvantaged Small Business, 8(a), general small business, large, business, etc.), and person of contact (including telephone number and email address).2. Indicate and explain your capability of providing this service including Delaware licensure, proof of insurance, required staff certifications/licensures, and security clearances. Include a list of all states that you are licensed to provide bus shuttle services in.3. Provide a summary of the type of shuttle buses that will be utilized and any relevant licensing.4. Indicate your company s size under NAICS 485113.5. Please indicate any government contracts held for shuttle or similar types of services in the last 3 years. Include government agency, contract number, dollar value, period of performance, and government contact information.Information regarding your company s capacity and capability to provide such services are to be submitted electronically on or before Friday, 12/20/19 addressed to Cynthia Grygier, Contracting Officer cynthia.grygier@va.gov.
