Description
This is a sources sought / Request for Information. The Air Force Life Cycle Management Center (AFLCMC), Enterprise and Specialized Contracting Division, AFLCMC/PZIEA, intends to award a contract on a sole source basis to Spirent Federal Systems Inc. for a GPS simulator.The Government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Justification: Supplies required are available from only one or a limited number of responsible source and no other type of supplies or services will satisfy agency requirements.The AFLCMC Communications and Networks Branch (EZAC) is in need of a GPS simulator. The GPS simulator is required to: operate at multiple GPS RF frequencies, provide capability to emulate the motion of multiple aircraft with independent signal structure, tightly couple the aircraft inertial signal with the simulated GPS to produce a continuously consistent multi-sensor navigation solution, and accurately produce military and civilian Global Navigation Satellite Signals (GNSS), including GPS M-coded signals through application of MNSA software.Product characteristics an equal item must meet to be considered: Accurately produce military and civilian Global Navigation Satellite Signals (GNSS), including GPS M-coded signals through the application of MNSA software. Provide the capability to simultaneously emulate the motion of multiple aircraft with two independent signal structures within the simulated environment. Provide an integrated inertial emulation function capable of interfacing with Northrop Grumman and Honeywell developed Enhanced GPS INS (EGI) equipment, 1) capable of providing sufficient RF outputs to emulate GPS signals arriving at a minimum of eight directions and 2) enabling tightly coupled position and timing outputs from GPS and INS measurements. Must interface with the Northrop Grumman developed Fieldable Antenna Wavefront Simulator Next Generation (FANG). Provide a GPS signal in compliance with IS-GPS-226This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within fourteen (14) days of this publication. All responses are limited to ten (10) pages in a Microsoft Word compatible format. Submitted information shall be UNCLASSIFIED. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.The National American Industry Classification System (NAICS) code for this procurement action is 334511. Please indicate size standard in number of employees relative to the size standard 1,250 for determination of small business status.
