Description
*DETAILED DESCRIPTION (for detailed guidance, see last page of this document) (Remove all CUI from the description)Naval Air Warfare Center, Weapons Division (NAWCWD) intends to award a sole source contract based on FAR 6.302-1, Only One Responsible Source. The intended source is Viavi Solutions, Inc (Viavi) because they are the original and sole designer, developer and manufacturer of the XGIG chassis and software, multifunctional blades, and functional keys for the fiber channel analyzer used in F/A-18 and EA-18G aircraft development. The above system components are required for upgrading the current XGIG-JDSU fiber channel analyzer, because these components were the basis for the system design and there are no comparable components with the same functional capability. The components to be purchased are presently out of production because of industry-wide technology advances. Our current XGIG-JDSU fiber channel analyzer was designed using the older technology, as was our aircraft fiber system. The faster speeds inherent in the newer technology would make signals incomprehensible in interfacing with the aircraft. The expansion of the current XGIG fiber monitoring system will benefit the Advanced Weapons Laboratory (AWL) and its mission to deliver operational flight programs (OFP) to the fleet by allowing the simultaneous monitoring of up to 12 aircraft fiber subsystems. This provides an increased capability to troubleshoot vendor interoperability issues before OFP delivery to the fleet.This sources sought synopsis is being issued to provide other potential offerors the opportunity to provide capability statements with respect to the requirement described below.The scope of this contract will include delivery of OEM components necessary to upgrade the XGIG fiber monitoring system. The specific components needed are as follows: eight (8) mulit-functional blades, eight (8) functional keys, and three (3) slot rock chassis with bundled software integration.The Contractor requirement includes compatibility with the existing fiber channel analyzer system designed and operated using Viavi XGIG-JDSU components.This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N6893620R0084 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule no later than 20 December 2019 via email to the Contract Specialist, Chris Bachman at christoher.bachman@navy.mil and the Contracting Officer, Thomas Vitale at thomas.vitale@navy.mil via a Microsoft Word .doc or Acrobat Adobe .pdf file. The File shall not exceed 10 pages with a minimum font size of 12 point.The results of this Sources Sought will be utilized to identify if companies can meet the agency’s requirements.
