- Description
- The U.S. Army Contracting Command - New Jersey, on behalf of Combat Capabilities Development Command - Armament Center (CCDC-AC), Quality Engineering Systems Assurance (QESA) Directorate at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to provide SmartUQ Software to support Research and Development (R&D) Strategic Long Range Cannon effort as well as a multitude of other Uncertainty Quantification/Modeling and Simulation studies across many other R&D programs.BACKGROUND: The Statistical Sciences Team is currently a major supporter of the Strategic Long Range Cannon effort as well as the spearhead for Uncertainty Quantification efforts across a multitude of programs. Additionally, the Statistical Sciences Team is taking on the role of developing an analytical approach to validation and verification of artificial intelligence systems for the Armaments Center. All of these aforementioned efforts require the use of Uncertainty Quantification as an analytical tool for the leveraging of modelling and simulation data for the development of physical systems in the most efficient and effective way. SmartUQ is the only tool on the market currently available that can fully support the execution of a comprehensive Uncertainty Quantification approach across the development cycle of both physical and virtual systems in the Armaments Center. SmartUQ will provide Uncertainty Quantification analysis software along with maintenance upgrades, and technical support. The applicable NAICS code for this requirement is 511210 with a Small Business Size Standard of $41.5M. The Product Service Code is 7030. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.SUBMISSION DETAILS: Each potential source is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the Technical Services. Firms shall also provide point of contact information, where available, for the efforts cited above. All data should be sent at no cost to the US Government by December 20, 2019 to the US Army Contracting Command, New Jersey (ACC-NJ), ATTN: E. Raymond Gelpke, Edward.r.gelpke.civ@mail. In addition, please provide the firm’s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.).This is a market survey for information only, and shall not be construed as a request for a proposal or as an obligation on the part of the US Government. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.The official response must be submitted to: U.S. Army Contracting Command New Jersey, ACC-NJ-JA, ATTN: E. Respondents will not be notified of the results of the survey.Requirements:The contractor shall be able to provide QESA, CCDC-AC with 13 LAN licenses (10 open and 3 secure site) of their software, SmartUQ 4.2. This access shall be available continuously without interruption at Picatinny Arsenal. The following Customer Support shall be provided: SmartUQ shall provide license keys and support to CCDC-AC’s Quality Engineering & System Assurance (QE&SA) Information Technology (IT) Helpdesk personnel related to installation of licenses on individual users systems and troubleshooting installation remotely. SmartUQ will provide software-related technical support and version updates for a period of 1 year and continue on a yearly basis as per option years. SmartUQ will also provide technical statistics-related support with the implementation of UQ techniques via the SmartUQ statistical software.
