Description
The 129th Rescue Wing (129 RQW) intends to issue a sole-source award for the inspection and repair of the Mock Door (brand name) vertical-lift hangar door systems installed at the Composite Aircraft Maintenance Facility (Building 662) located at Moffett Air National Guard Base (Moffett ANGB), Santa Clara County, California.In September 2019, the center door system was being raised in order to facilitate the movement of aircraft into the hangar. As the door neared its fully-open/raised position, the automatic shutoff system failed to engage. This prevented the hoisting mechanism from automatically stopping, thereby causing the lifting cable to be forcibly separated from the door assembly and causing the emergency braking system to be engaged. Later inspection of the interior of the door indicated that the automatic shutoff system was also damaged.The 129 RQW intends to issue a sole-source award to ASSA ABLOY Entrance Systems US, Inc. because it acquired the initial manufacturer and is now considered to be the manufacturer of record for Mock Door branded systems. ASSA ABLOY has confirmed to the Government that they are in possession of the original plans/specifications for the system installed during the hangar’s construction in 2002 (approximately 17 years prior). It is further believed that many of the components have reached the end of their useful life and are in need of repair or replacement. In addition to lowering the door to a closed position, the Government desires that the manufacturer perform a thorough inspection and repair of the door as well as perform comprehensive inspection and servicing of the larger door system to ascertain the system’s fitness for return to service and preventing future mishaps. In conducting market research for the repair of the damaged door, the Government has found that some of the damaged pieces are purpose-built and not readily available from any firm other than the manufacturer. In light of this, ASSA ABLOY is uniquely qualified to properly repair, inspect, and service the door system and is therefore the only responsible source and no other services will satisfy agency requirements in accordance with (IAW) 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) at 6.302-1(a)(2)(iii)(B).IAW the Defense FAR Supplement (DFARS) Part 206, Competition Requirements, PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the Contracting Officer shall post a request for information or a sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303.This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2:00pm, Pacific Time, on Friday, 13 December 2019. Responses must be submitted in writing to the Contracting Officer, SMSgt Paul (Nick) Ochs, via email at paul.n.ochs.mil@mail.mil and the Contract Specialist, MSgt Bardia Barmaki at bardia.barmaki.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received.A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
