REQUEST FOR INFORMATIONDepartment of Commerce/National Oceanographic and Atmospheric AdministrationJoint Polar Satellite System (JPSS) Ground ProjectDescription1. Pursuant to FAR 15.201(e) the Department of Commerce in conjunction with the National Oceanic Atmospheric Administration (NOAA) is seeking information on innovative and cost-effective approaches for long-term sustainment of the JPSS Ground System and its subsequent migration to a services-based enterprise capability - Future Low-Earth Orbit (LEO) Ground Services (FLGS).2. This RFI requests ideas and inputs from industry that will help NOAA continue to deliver the services currently provided by the JPSS Ground System. Respondents are encouraged to address alternative long-term strategies to enable NOAA to achieve development, sustainment, maintenance, and operations cost savings while maintaining the availability of the services currently provided by the JPSS Ground System. Ideas to reduce costs with innovative technical and programmatic approaches are encouraged.Supporting Materials3. To aid respondents, NOAA is providing a Statement of Objectives (SOO) that describes the current JPSS Ground System and mission, as well as objectives associated with desired long-term migration. Additional information on the JPSS Program and Ground System is available at https://www.jpss.noaa.gov/.Topics of Interest4. In addition to the technical goals and objectives described in the SOO, NOAA has identified the following areas of particular interest where input is desired:a. Alternative procurement strategies designed to balance technical and programmatic risks with long-term life cycle cost savingsi. Multiple vs. single awardii. Task order vs. fully defined requirementsiii. Structure for both development and sustainment activitiesiv. Non-traditional acquisition approaches such as the use of Other Transaction Authority for all or portions of the FLGS servicesb. Enabling technologies and technological approaches that would provide the ability to substantially transform NESDIS polar satellite ground servicesc. The role of the Government Project Office in integrating services and systemsd. Development of infrastructure, frameworks, and standards in support of system integration from multiple sources to provide FLGS servicese. The role of alternative service models in providing FLGS services (e.g., data purchases, service level agreements for mission functions)Additional Information5. DOC/NOAA requests interested, qualified sources to respond to this RFI. Please be advised that this is a request for information by the Government and does not obligate the Government to reimburse any cost associated with the preparation and/or submission of this information. Consequently, the Government will not reimburse any Respondents for the cost incurred to provide information for this effort. The RFI does not guarantee the Government will issue a Request for Proposal (RFP) or award a contract for supplies or services. Instructions for submittals are provided below.6. DOC/NOAA plans to schedule an Industry Day to provide interested parties with the opportunity to discuss NOAA’s FLGS activities and provide additional information relevant to the RFI. Both public and one-on-one discussions are anticipated. Industry days are notionally planned for 22 January - 24 January 2020 at NOAA’s Silver Spring Campus. Additional information will follow at a later date and time.(NEW) Additional Industry Day Information7. (NEW) DOC/NOAA invites interested, qualified sources to attend an Industry Day for NOAA’s Future Low-Earth Orbit (LEO) Ground Services (FLGS) procurement at NOAA campus in Silver Spring, MD on January 22, 2020; one-on-one sessions with the Government will be available January 22 - 24. 8. (NEW) This Industry Day is to provide interested parties with the opportunity to discuss NOAA’s FLGS requirements. Additionally, this provides an opportunity for Industry to present information regarding their services and ideas specific to the type of work within the Statement of Objectives (SOO) posted with the original beta.SAM Special Notice with the Government. 9. (NEW) The Government will present information on Wednesday, January 22, for the first half of the day to all parties. The remainder of the scheduled Industry Day time (Wednesday afternoon, Thursday, and Friday) will be set aside for one-on-one meetings with the Government in which Industry may provide feedback to the Government in response to this posting or other areas of interest to the FLGS. General corporate capabilities presentations or general marketing material is not the desired outcome of these interactions. The purpose of these meetings is to exchange information specific to the FLGS and for Industry to provide honest and constructive feedback as to how the Government should proceed. Attendees may (but are not required to) provide presentation material, or should come prepared for active conversation and interaction. It is at the contractor’s discretion to determine how best to use its limited time in one on one interactions with the Government’s team. Interactions will be limited to 20 minutes. 10. (NEW) Any attendee that wishes to present material must submit it to the Government Point of Entry in PDF or PowerPoint format no later than noon Eastern Standard Time January 21, 2020.11. (NEW) One-on-one meetings require a registered time slot. Time slots are available on a first-come, first-served basis. Additional information pertaining to logistics and one-on-one sessions will be provided after registration. (NEW) The Government would also like to take this opportunity to point out that the Ground System CONOPS and other information regarding the JPSS Ground System is posted at the following link: https://www.jpss.noaa.gov/ground_system.html Instructions13. DOC/NOAA will use the information gathered in the RFI to help assess the best approach to consider for possible acquisition. Failure to respond to the RFI does not preclude proposal submittal should a formal acquisition be announced. Responses from small businesses and small disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a social and/or economically disadvantaged business, 8(a) firm, historically black college, and/or minority institution. The Government may award contracts for additional investigation as a result of the response to this RFI.14. All proprietary information should be clearly marked and associated restrictions on Government use identified. The Government will not accept company literature or marketing materials. Responses are limited to fifteen (15) pages in length per respondent, with a font size no smaller than 12 pt. This is an effort to solicit clear and concise alternative approaches and ideas. The Government may not consider pages in excess of this limitation.15. DOC/NOAA requires responses to this RFI by 22 January 2020 11:59 PM Eastern Standard Time as follows:a. One (1) signed and scanned or signed PDF copy, as an electronic email attachment to both the Contract Specialist and Contracting Officer.All communication associated with this RFI shall be directed to the Government Contracting Officer via email. Our industry partners are encouraged to communicate thoughts, feedback, and other information that would be of assistance in formulating a constructive response to the Government’s requests.
