- The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) plans to issue a nine-month extension to the effective ordering period to the Rapid III Contract vehicle and its subsequent contracts: Ball Aerospace Technologies Corp. - NNG10AZ10B Boeing - NNG16VW05B General Atomics (formerly Surrey Satellite Tech. US LLC) - NNG10AZ12B Lockheed Martin Corporation - NNG10AZ14B Northrop Grumman Innovation Systems (NGIS) (formerly Orbital ATK) - NNG10AZ13B Northrop Grumman Space and Mission Systems Corp. - NNG10AZ16B Orbital Sciences Corp. (acquired by NGIS) - NNG10AZ11B QinetiQ Space nv - NNG16VW07B Space Systems/Loral, LLC - NNG16VW08B Thales Alenia Space France - NNG16VW06B Thales Alenia Space Italy - NNG10AZ15BThe effective ordering period of the current Rapid III contracts expires on March 31, 2020, and the requested nine-month extension will extend this ordering period through December 30, 2020. NASA intends to issue the modification on a sole source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(ii) which states: (ii) For DoD, NASA, and the Coast Guard, unique supplies or services available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities.Only current Rapid III Catalog vendors are able to participate in Rapid III delivery order procurements due to having already competed for and having been awarded a Rapid III core contract. Thus, only the current sources are eligible to have their core contracts extended in order to maintain the Rapid Spacecraft Delivery Office's (RSDO) ability to immediately support mission unique spacecraft procurements. All other potential sources must compete for a Rapid IV core contract. The Request for Proposal for the Rapid IV contract was released on November 13, 2019.The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m., Eastern Standard Time, on December 23, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA clause 1852.215-84, Ombudsman, is applicable.
