Page 3 of 3This is not a solicitation announcement. This is a pre-solicitation notice only. The purpose of this presolicitation notice is to announce that the VA Greater Los Angeles Healthcare System, has an immediate requirement for Contracted Residential Services (CRS). The resulting contract will be for a base and three (3) one-year option periods. Contract will begin on or about March 1, 2020.The contract will be issued as an Indefinite Delivery-Indefinite Quantity contract, with Firm-Fixed -Price.All requirements shall be detailed in the impending solicitation to be issued on or about December 9, 2019.The following brief description of the requirement is provided:The VA Greater Los Angeles Healthcare System, Healthcare for Homeless Veterans program office, is seeking a contractor to offer on-site Contracted Residential Services for approximately one-hundred (100) homeless Veterans per day. The Contractor shall rapidly stabilize Veterans of the program through treatment at the VAGLAHS, addressing mental health, physical health, substance abuse and other psychosocial problems. Ultimately, Veterans will obtain permanent housing within 180 days. The contractor shall provide these services in a temporary facility located on the campus of the VAGLAHS medical center. The contractor shall not be required to pay rent for the use of this temporary facility, however they will be required to furnish it and provide services twenty-four hours per day, every day of the year as stated herein. The contractor shall provide services to 100 Veterans who may be of the following eligible homeless Veteran populations:Males;Veterans over the age of 55;Veterans considered priority such as Post 9/11 Veterans with acutely elevated suicide risk factors.Specific Contract Requirements.On-site Residential Services SubsistenceJanitorial ServicesStaffing and Qualification Requirements.The contractor shall employ sufficient staff to meet contract requirements 24 hours per day, every day. The administrative staff, director of the program, clinical supervisor and case management staff shall be submitted for approval prior to performing on the contract. Submittals shall include proof that they meet the following specific requirements:A full-time dedicated administrative staff member on-site or residing at the residence 40 hours per week and available for emergencies 24 hours a day, every day. Administrative staff shall have at least one year of experience working in support of homeless Veterans. A director of the program on-call and available for emergencies 24 hours a day, every day.� The Program Director shall have a bachelor s degree in any field and have at least three (3) years of experience providing oversight of a residential homeless facility.A professionally-credentialed clinical supervisor on-site 40 hours per week to provide ongoing supervision of case management personnel. The clinical supervisor shall be on call and available for emergencies: 24 hours a day, every day. The clinical supervisor shall have at least one (1) year of experience as a clinical supervisor of a residential homeless facility and be licensed by the state of CA as a Licensed Clinical Social Worker, Licensed Marriage & Family Therapist, Psychologist, or Licensed Professional Clinical Counselor.A Case Management personnel to provide the necessary therapeutic interventions and activities. Each Veteran shall have an assigned case manager responsible for coordinating and providing the supportive services specified herein. The case manager to Veteran ratio shall not exceed 1:20. In addition to the staff listed in the Staffing and Qualification Requirement section, the contractor shall employ an on-site Support Staff, Security Staff and Peer Support Specialists.All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov .--End of Pre-Solicitation Notice--
