Description
The Coast Guard, Command, Control, Communications, Computers and Information Technology Service Center (C4ITSC) at C3CEN, Portsmouth VA, intends to issue a sole source contract to Lockheed Martin Corporation for Sustainment Support Services of the United States Coast Guard (USCG) Sea Commander Command and Control System and Interfaced Systems. A justification and approval will be issued under the authority of FAR 6.302-1 titled “Only one responsible source and no other supplies or services will satisfy agency requirements”. Lockheed Martin Corporation is currently providing the required services under Task Order No. 70Z04418F18009300. The requirement is to obtain critical mission services for the Sea Commander Command and Control system and interfaced systems on board the National Security Cutters. Lockheed Martin Corporation developed the current system and hardware under a previously awarded and competed contract. Support for the Sea Commander Command and Control system and interfaced systems on board the National Security Cutters (NSC) includes all management, supervision, engineering services, personnel, labor, materials, and equipment required to perform depot level maintenance, including information assurance, system design maintenance, engineering escalation, technology refreshment, and obsolescence management. The place of performance for this support is primarily at Lockheed’s facility with potential visits aboard the NSC. Given the complexities of the system and the use of proprietary software, Lockheed Martin Corporation is the only company capable to provide the support and hardware that will interface to the cutter's equipment. The period of performance is nine (9) months, from February 22, 2020 through November 21, 2020. The North American Industry Classification System (NAICS) Code for this requirement is 811213 and the size standard is $11M. This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation exists at this time.
