Description: The North American Industry Classification Standard (NAICS) is 237130 and the annual size standard is $39.5 million.This procurement is for the design-bid-build (DBB) construction of Military Construction (MCON) project P447 Dry Dock 4 & Pier 3 Modernization at Naval Base Kitsap (NBK) Bremerton, WA. This procurement uses the source selection procedures in accordance with FAR Part 15, and will be solicited utilizing unrestricted full and open competition in accordance with FAR 6.1.Notice to Large firms: a subcontracting plan is required prior to award.Source Selection procedures will be used with the intent to award a firm-fixed-price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), offers the lowest-priced, technically acceptable option to the Government, using the Lowest-Priced, Technically Acceptable (LPTA) tradeoff source selection process. The LPTA tradeoff process is being utilized because it is in the Government’s best interest to consider award to the lowest price, technically acceptable Offeror. This project constructs new Electrical Substations 3A, 3B, 3C, SW, NW, NE, and SE including transformers, switch gear and associated feeders. Alters Dry Dock 4 electrical distribution systems serving nuclear ship shore power and industrial power; encloses service utility galleries to prevent flooding during docking operations. Alters Pier 3 electrical distribution system serving nuclear ship electrical shore industrial power; repairs existing piles. Demolishes Electrical Substations 45, 3A, 3B, 3C.The project will be located at the Puget Sound Naval Shipyard (PSNS) on NBK Bremerton, WA. The projects location is in a controlled industrial area (CIA) with heightened security. The estimated total contract price range, in accordance with DFARS 236.204, is between $25,000,000 and $100,000,000.The following Contract Line Item Number (CLIN) structure, a base bid and four option items, is anticipated for this action:CLIN 0001 (Base Bid) FFP for all labor, materials and equipment and associated costs in accordance with (IAW) RFP for P447 (excluding all work associated with CLINs 0002-0005).CLIN 0002 (Option Item One) FFP for all labor, materials and equipment and associated costs IAW RFP for Substation 43B.CLIN 0003 (Option Item Two) FFP for all labor, materials and equipment and associated costs IAW RFP for Substation 3A Low Voltage.CLIN 0004 (Option Item Three) FFP for all labor, materials and equipment and associated costs IAW RFP for Medium voltage equipment and wiring for Substation 3A Medium Voltage.CLIN 0005 (Option Item Four) FFP for all labor, materials and equipment and associated costs IAWRFP for Freshwater Outlets.This procurement shall be in accordance with Buy American clauses FAR 52.225-11 and 12. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a construction contract similar to the scope indicated. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: Factor 1 - Experience (Construction)Factor 2 - Past PerformanceFactor 3 - SafetyFactor 4 - Technical Approach (Construction)Factor 5 - Small Business Utilization Price THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Government point of entry website https://beta.SAM.gov under “Contract Opportunities” (Legacy website www.fbo.gov) on or about December 20, 2019. No hard copies will be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. No reimbursement will be made for any costs associated with this announcement, attending pre-proposal conferences or any follow-up information requests. NAVFAC Northwest will issue one solicitation with the intent to award a single firm-fixed-price (FFP) Construction Contract to the responsible Offeror whose proposal, conforming to the RFP, is technically acceptable with the lowest total price. OFFERORS ARE ADVISED THE GOVERNMENT FULLY INTENDS TO EVALUATE PROPOSALS AND AWARD THE CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THEREFORE, OFFERORS’ INITIAL PROPOSALS SHOULD CONTAIN THE OFFERORS’ BEST TERMS.
