Pre-Solicitation Notice36C252-20-B-0003Project: Replace Chiller Plant Building 43 Mental Health (SF1 & SF2)Project Number: 695-19-137Location: Clement J. Zablocki VA Medical Center in Milwaukee, WIThe Clement J. Zablocki VA Medical Center has a requirement to replace chiller plants in building 43. Contractor shall provide for and furnish all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project # 695-19-137: Replace Chiller Plant Building 43 Mental Health (SF1& SF2) at the Clement J. Zablocki VA Medical Center, 5000 West National Avenue Milwaukee, WI 53295. Building 43 currently provides outpatient Mental Health services. The building is served by three air handling units (SF1, SF2, & SF3) which are beyond their useful life. The cooling coils on the existing air handling units are fed from two air cooled chillers in the basement of Building 43. Both chillers are also beyond their useful life and need to be supplemented by a temporary chiller in the summer to keep up with cooling demands. This project shall replace SF1 with an equally sized packaged rooftop AHU with direct expansion (DX) cooling. The new SF1 unit will have an external steam heating coil and external humidifier located in the adjacent mechanical equipment room. This project shall also replace SF2&SF3 with a single unit that is sized to provide performance equivalent to both units combined. The new SF2 unit shall have a separate air-cooled condensing unit located on the Building 43 garage roof to provide DX cooling. The existing Building 43 chiller system will be demolished as part of this project. Existing steam piping and ductwork below the roof shall be re-used. All HVAC controls located in the SF1 and SF2 mechanical equipment rooms shall be upgraded to the latest direct digital controls. Lighting systems located in both mechanical equipment rooms shall be demolished and replaced with LED lighting. Fire protection systems will be installed to conform with the most current NFPA standards.The project magnitude price range is between $1,000,000 and $2,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $15.0 Million. The project is scheduled to have a period of performance of two hundred forty (240) calendar days after the Notice to Proceed is issued by the Contracting Officer. The solicitation (including any/all specifications and drawings) is scheduled be posted to FedBizOpps (https://www.fbo.gov/) on or about October 28, 2019. The bid opening is approximately scheduled for December 4, 2019. A pre-bid conference/site walk-through will be conducted for this project and the time and date will be announced in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB or VOSB eligible under this subpart; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB/VOSB listed as verified in VIP database at:� https://www.vip.vetbiz.gov.
