Description
Request for InformationIT Program Integration (ITPI) SupportDecember 9, 2019Introduction: This is a Request for Information (RFI) only issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is an RFI and does not obligate the Government in any way, nor does it commit the Government to any specific course of action.VA s Office of Information Technology (OIT) is looking to enable cross-organizational integration of people, programs, and initiatives to make OIT a more effective service delivery organization. In an effort to deliver increasing value to the Veteran, OIT is establishing a Strategic Coordination Council (SCC) to facilitate synergistic collaboration across all OIT Functional areas. The projected VA IT Program Integration (IPTI) will assist VA in establishing and operating the SCC to provide program integrated oversight and management of the entire IT lifecycle (from inception to decommissioning) to; increase reuse, reduce duplication, and advance achievement of strategic goals and objectives. ITPI will be a partnership between VA and the Contractor to define and coordinate standardized, repeatable program integration decision-making processes and capabilities that align with existing VA governance and management processes. The ITPI will:Understand VA s crucial business issues and opportunities; to facilitate timely, data-driven decision making.Identify and propose improvements to framework, processes, and services throughout the performance period of the contract; to improve consistency and efficiency through standardization, reduced redundancies, and increased reuse.Work collaboratively with other contractors, government agencies, and business partners to ensure project success; drive continual improvement of and adherence to IT lifecycle management policies, standards, guidance and directives.Participate in joint implementations and initiatives; to provide proactive management of the interdependencies among large transformation programs to coordinate a secure, integrated environment.Ensure IT products and services deliver tangible and meaningful business benefitsResponses: Please submit the below requested information by 12:00PM EST on December 23, 2019 via email to Contract Specialist, William.KearnsJr@va.gov.
