*Amendment 0001 is issued to issue Government responses to vendor questions. Request for InformationThis is a Request for Information (RFI) only, and is issued solely for the purpose of market research. It does not constitute an Invitation for Bids (IFB), Request for Proposals (RFP), a solicitation, a Request for Quote (RFQ), or a promise to issue such a document in the future. This RFI is not a promise and provides no indication that the Federal Bureau of Investigation (FBI) will consider or contract for the item submitted in response to this RFI. This RFI does not commit the FBI to contract for any supply or service. The Federal Bureau of Investigation is not requesting proposals at this time and will not accept unsolicited proposals. Responders are advised that the FBI will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the responder’s expense. Not responding to this RFI does not preclude participation in any future RFP, should one be issued. If a solicitation is released, it will be synopsized on the beta.SAM.gov website. If it the responsibility of the potential responders to monitor this site for additional information regarding this matter.The information provided in this RFI is subject to change and is not binding on the FBI. The FBI has not made a commitment to procure the item discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become FBI property and will not be returned.All information received in response to this RFI marked PROPRIETARY will be handled accordingly. The FBI shall not be liable nor suffer any consequential damages for any proprietary information not properly marked or identified. Proprietary information or trade secrets shall be clearly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations.Background: The FBI requires an ultra-long range aircraft to provide a rapid response to transport DOJ personnel world-wide in support of Counterterrorism and other sensitive FBI investigations. The proposed aircraft shall be delivered with all required modifications to assume the FBI mission by August 20, 2020. Currently, all FBI aircrew maintain a G5/G550 type rating and flight training currency through Flight Safety International. Registration of this aircraft shall be the responsibility of the offerors. Aircraft Availability The dedicated primary aircraft and its support, as outlined below, shall be complete and ready for acceptance on/about August 20, 2020. Required aircraft modifications to the primary aircraft must be completed prior to the aircraft acceptance date.The aircraft shall have the standard package as equipped by the manufacturer for a G-550 TYPE aircraft.Dedicated Aircraft DescriptionThe aircraft delivered under the contract must be designated and available to conduct flights from the FBI’s designated airfield with the following characteristics and ability to provide the following:The Gulfstream 550 delivered under the contract shall be designated and available, and meet or exceed the following specifications and technical requirements, to conduct flights from the FBI’s designated airfield. The leased G-550 aircraft shall: be either new or pre-owned (manufactured no earlier than 2017), and equipped with new or pre-owned engines manufactured no earlier than 2015; with or without interior modifications, transport no less than 14, and up to 19, passengers and associated baggage (a minimum of 2 per passenger/large duffle-type bags); include a minimum of 195 cubic feet of cargo in approved cargo space; travel 6,700 nautical range at Mach 0.80 or greater with National Business Aircraft Association (NBAA) reserves; have a maximum height of 27’1”; have a maximum of length 112’; have a maximum wingspan of 105’; have the galley located in the rear of the main passenger seating area; have a crew rest area, forward of the galley, equipped with a 60hz power outlet, minimum of 6 ports, on two separate circuits and data port; have two lavatories, one forward and one aft of the main passenger seating area; include Triple Flight Management Systems; include Securaplane camera system with three cameras or equivalent, viewable in cockpit (Securea Plane 500); include Synthetic Vision SV-PFD (ASC 061A) include Enhanced Vision System (EVS) and heads up display ; include Foxtrot Enhanced Navigation (ASC 084A/084B) to included WAAS/LPV, FANS 1/A-CPDLC Paperless Cockpit; TCAS with change 7.1 (ASC103); Dual Honeywell Mode S Transponders with enhanced Flight ID and ADS-B Out (ASC 105); APU Thermal Barrier installation (ASC 090/090A) Plane View Avionics Enhancement (ASC 107 and 113A); Plane View Master Operating System Software Update; CNX (Standard IS 54,500 lbs); include wireless Internet throughout the cabin with speeds meeting or exceeding 512k; include Satellite telephone; include Satellite television; include Aircell/GOGO System Antenna or equivalent; include KU or Ka Band, Iridium, and/or Yonder Sat System Antenna or equivalent; include TACSAT UHF Antenna or capability to install; include a fax machine; never have been previously titled outside of the United States of America, with Offeror’s notarized certification validating requirement; be the same airframe, make, and variant from the same original manufacturer; provide maintenance and safety records for offered primary aircraft; identify backup and supplemental aircraft with response; include aircraft security system (manufacturer installed or approved alarm system) for entry doors and wheel wells (the Securaplane system installed by Gulfstream is an acceptable system to meet this requirement). include ancillary maintenance equipment along with the leased aircraft to include 4 built up main wheels, 2 built up nose wheels, all associated aircraft plugs and covers, all FAA mandated safety equipment to include the life rafts, 3 gear pins along with the fly away kit, a Tron Air Tow Bar Head, an installed tow bar, Jack pads, one axle jack pad, any required specialty tools, and all standard OEM test equipment Lessor shall have a Tip to Tail Parts Program whereby any required aircraft parts are available on short notice. Dedicated Aircraft maintenance The maintenance of the aircraft shall be responsibility of the Lessor. The FBI shall maintain and keep the aircraft in good order and repair and completely airworthy, replacing any and all consumable parts which may be worn out or require replacement, specifically tires and brakes. In coordination with the FBI, the Lessor shall insure and schedule all required scheduled calendar, hourly and unscheduled maintenance at Gulfstream Aerospace, and the other manufacturers of the aircraft components as may be required, and in accordance with the requirements of the Federal Aviation Administration or any other governmental authority. If such maintenance, damage, repairs, part replacements, or overhauls, are the result of the FBI’s own acts, omissions or negligence, the FBI shall pay all costs. Should this contention be made, the offeror shall notify the FBI as soon as such determination is made, and shall keep any parts replaced as a result until verified and accepted by the FBI. Aircraft ModificationsIt is preferred, but not required, that the G-550 have the military’s C-37B Communications System installed at the time the aircraft is delivered to the FBI to begin the lease term. Modifications to the primary aircraft identified are essential to FBI operations. If after delivery, the FBI decides to modify the aircraft in any way, these modifications will be made at government expense and shall be performed by Gulfstream or a Gulfstream approved maintenance facility, and shall include, but not be limited to: The addition of a C-37B Communications System.Operational Control of the Aircraft The FBI will be the sole operator of the leased aircraft and have the sole authority to determine whether a particular flight may be safely operated, to assign crew members for particular flights, and to dispatch and release flights to any location worldwide. The FBI’s designated Pilot-in-Command of the Aircraft will have sole authority of the aircraft and will be in control of the Aircraft in regards to flight safety. Outside of safety of flight concerns, the FBI will have operational control of activities on board the aircraft, and responsibility for the determination of the termination of a flight and full authority and control to conduct the flight as necessary, but at all times in accordance to FAA and ICAO regulations. Lessor’s Responsibilities and ObligationsUnder the terms of this contract, the aircraft Lessor shall be responsible for provision and cost necessary to deliver the aircraft to the FBI with all appropriate operating certifications and letters, to include: Worldwide RVSM compliant Airworthiness certification for all required modifications. MNPS RNP-5 and RNP-10 Airshow 4000 or newer Broadband Satellite capability All certifications and letters required to operate internationally to include all ICAO compliances, carbon utilization etc. A copy of any private insurance policy the Lessor maintains for the aircraft Federal Bureau of Investigations Responsibilities and Obligations The FBI will be the sole operator of the leased aircraft. All FBI personnel assigned to fly the leased aircraft will be fully type rated current, hold a first or second class FAA medical license. FBI personnel assigned to fly the leased aircraft will attend Flight Safety International (FSI) training annually for re-current training or initial type training. Only routine Maintenance (tires, oil and minor repair) will be performed by the FBI, all other maintenance is the responsibility of the Lessor; and, Leased aircraft will be permanently stationed at an approved, secured and monitored facility. If the permanent base of the aircraft changes, the FBI will immediately notify the owner or company in writing of such new permanent base. The aircraft will not be permanently based outside the continental United States.Government Furnished Equipment The FBI is responsible for providing the following equipment for contractor installation: An Iridium Antenna compatible with an Iridium Portable Telephone if such antenna is not already installed.Indemnification/InsuranceThe Federal Bureau of Investigation shall indemnify and hold harmless, together with their shareholders, members, directors, officers, employees, agents and subcontractors (Indemnified Parties) from and against all liabilities, claims, damages, losses and expenses, including, but not limited to, claims in tort, whether arising from negligence of the indemnified Parties in connection with or arising out of the bodily injury or death to any passenger on the Aircraft. The above enumerated indemnification is limited to $5M. In the event that damages to aircraft exceed the enumerated limit, the FBI will request additional appropriated funds from Congress to make the Contractor whole.Test and AcceptanceThe FBI will require inspection by FBI personnel at the FBI’s expense of selected aircraft prior to lease. The following are included in this inspection: Flight test procedures will test and evaluate the effects or conflicts with Safety of Flight Items (SFI). The FBI requires SFI to be tested while all standard aircraft systems are operating in accordance to manufacturers guidelines and the SATCOM systems are transmitting and/or receiving while the aircraft is on the ground and airborne. SFI tests include, but are not limited to, all pre-existing: Aircraft communications Aircraft navigation system Aircraft warning systems RADAR system Aircraft operating power 2. The FBI will develop and implement the applicable aircraft acceptance system test procedures to determine if manufactured installed avionics and equipment meets government user functional requirements. Systems failures due to faulty installation or integration and which require additional labor to rectify are the responsibility of the Lessor. Access to and review of all airframe and engine log books. Proof of aircraft ownership and a review of financial and other applicable records Documentation of compliance with all applicable environmental regulations required for domestic and international flights. Notarized certification from owner that aircraft has not been registered outside of the date of manufacture.Pricing Information: Using the specification above, provide the following information in your response: Pricing information for leasing a long range aircraft, assuming a base year and four option yearsQuestions Questions regarding this announcement shall be submitted in writing by email to clinnen@fbi.gov .
