Sources Sought Market SurveyW912HV-20-Z-0013 Improve Family Housing - North Foster Towers, Camp Foster, Okinawa, Japan Introduction: NOTICE: Previous market research efforts were performed under announcement W912HV-18-Z-0013.The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for a Design-Bid -Build (DBB) construction project. This announcement represents a market survey that is intended for planning purposes. This purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government’s acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey and any solicitations pursued are intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). We are committed to partnering with industry as much as we can throughout this process and therefore encourage all interested companies to respond to this sources sought. Market research and industry feedback is an essential part of the acquisition process. The information requested in this announcement will be used within USACE-JED to facilitate decision-making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this Sources Sought/RFI announcement should consult 41 C.F.R. parts 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of USACE, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.SYSTEM FOR AWARD MANAGEMENT (SAM): All interested companies shall be registered in the SAM database in order to be eligible for award of Government contracts. https://www.sam.govEffective 29 April 2018, a notarized letter is required to be sent to the Federal Service Desk (FSD) on all CURRENT registrants at System for Award Management (SAM) who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the FSD will activate the entity's registration. Instructions concerning this procedure can be accessed from the FAQ link at the SAM website https://www.sam.gov. See attachment, “SAM Header” for the screenshot showing where the FAQ link is. The FAQ link will take you to the FSD website. According to the instructions, international entities are required to send, in addition to the original notarized letter, a scanned copy to the FSD. Submit a service ticket (use the Web Form) at the FSD website https://www.fsd.gov to send a scanned copy. Entities will need to create an account at the FSD website in order to utilize the Web Form. LOCAL SOURCES - CONTRACTOR APPLICATION Firms which have not submitted Contractor Application (formerly Bidders Mailing List Applications) to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website:https://www.poj.usace.army.mil/Business-With-Us/ to download the Contractor Application. Such firms shall be required to complete the aforementioned application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation. This documentation must be submitted before, or No Later Than the time of bid/proposal submission to allow POJ to verify your company as a “Local Source.”------------------------------------------------------------------------------------------------------------------------------Project Information: Project Title: Improve Family Housing - North Foster TowersProject Location: Camp Foster, Okinawa, JapanProject NAICS: 236220, Commercial and Institutional Building ConstructionProject Magnitude: Between ¥2,500,000,000 and ¥10,000,000,000 Japanese YENProject Description: Provide whole house interior and exterior modernization, renovation and repair of three family housing towers (204 total units). Upgrades interior and exterior utility and communication infrastructure to meet current standards. Removes towers from the central plant and provides energy efficient mini-splits and electric water heaters in all units and cooling/dehumidifier system for the common areas and hallways. Upgrades units (e.g. kitchen, bathrooms, floor coverings, fixtures/finishes) and improves overall floor plan as per 2012 Housing Community Profile report. Upgrades building systems, common areas, and hallways. Installs radon mitigation system. Improves playgrounds and recreation areas. Includes demolition and asbestos/lead based paint removal/disposal.As part of this notice, DRAFT specifications and drawings are being provided for INFORMATIONAL AND PLANNING PURPOSES ONLY. These specifications and drawings could potentially change if or when this project is formally announced. Procurement method:POJ intends to solicit as an Invitation for Bid (IFB). Company Name, Address, DUNS Number, and CAGE code Point of Contact (POC) Name, Telephone Number, and Email Address Describe your firm’s capability and experience relative to the work described in the Project Description. Provide a list of similar D-B-B construction project completed as the prime contractor within the last 7 years in Okinawa, Japan. Project information should include scope and magnitude (contract value). Describe your firm’s level of interest relative to the project description. Is the scope of work related to the Base and Options clear (new question)?
