THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.INTRODUCTIONThis is a Request for Information/Sources Sought notice to solicit comments, questions and feedback from industry regarding a Contract for acquisition and technical publications for the Wheel Spin-Up Test Set. Interested parties may submit technical literature/brochures on their products or solutions that meet the requirements as set forth in the basic requirements list included herein. Rough Order of Magnitude pricing is also requested for planning purposes. Any other relevant information may also be submitted for consideration to aid in refinement of this requirement.THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing the Support Equipment described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.ELIGIBILITYThe PSC for this requirement is 4920; the NAICS is 334515 with a size standard of 750 employees. All interested businesses are encouraged to respond. REQUIREMENTSDescription of Supplies/Services The Wheel Spin-Up Test Set is used for tests of the aircraft antiskid system with the wheels stopped. The Test set is an electronic speed control for the motors in the spin-up tool adapters. The Test Set switches and controls are set to give the motor/transducer speeds. The port and starboard transducer speeds are shown on Test Set digital displays.The Test Set is in a portable case. The case contains a wheel spin-up tool and two spin-up tool adapters. The wheel spin-up tool contains electronic circuits on two panel assemblies. The spin-up tool adapters are installed on the aircraft main wheels. A spin-up tool adapter has a motor which turns the wheel speed transducer. Also the motor contains a tacho which supplies a speed feedback signal to the Test Set.Salient Characteristics Standard US Measurements and Standard US Standard fasteners Digital Display The Total Weight of the Wheel Spin-Up Tet Set, including the cables, shall be no more than 50lbs. The Test Set shall be designed to be carried/transported by one person without any additional equipment/personnel The Power supply shall be 105 to 125 V AC (110 V AC nominal) at 50 to 70 Hz (60 Hz nominal) The power supply for the test set shall be obtained from a ground power source or an A/C outlet The Test Set shall have a way to store all wires in a separate container/latch to prevent pinching and damage to wires during storage. The two motor housings shall connect with the T-45 Anti-Skid system of the MLG and shall have lengths of Power Cable: 385 inches +/- 10 inches Wheel Spin Up Cables: 374 inches + 10 inches The Test Set shall be able to produce rpms up to 3000 rpm Have the capability to spin up both wheels to 3000 rpm simultaneously The Test Set shall have the ability to increase the speed in increments of 10 rpms and have the capability of going from 0 rpms to 3000 rpms within 4 seconds The Test Set Shall with a modular design that will allow high failure components to be quickly replaced is preferred, as long as the additional cost is reasonable, and will be given preference.Technical Publications submitted in MIL-STD-3001 1A(AS) FormatSUBMITTAL INFORMATIONIt is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to meet the requirements as described in the preceding paragraph. This documentation MUST address, at a minimum, the following: Company Name; Company Address; Cage Code, Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; statement regarding capabilityIf you are a small business, provide an explanation of your company’s ability to perform at least 50% of the tasking described in this announcement.Respondents to this notice must also indicate whether they are a large business or qualify as a Small Business, Small Disadvantaged Business, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern.The capability statement package shall be sent via mail to William Waterhouse, Contract Specialist at william.waterhouse@navy.mil
