- NO SET-ASIDETHIS IS A SOURCES SOUGHT NOTICE BY THE DEFENSE LOGISTICS AGENCY (DLA) ENERGY-AEROSPACE ENERGY, SAN ANTONIO, TX FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE. HOWEVER, RESPONSES MAY BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE PROCUREMENT. SOURCES SOUGHT: This Sources Sought Notice is to identify potential sources and solicit industry to express their capability and interest to provide all of the production related facilities, raw materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of Liquid Nitrogen (LN2) f.o.b. destination to Guam.The anticipated North American Industry Classification System Code (NAICS) for this requirement is 325120, with the corresponding size standard of 1,000 employees. The Sources Sought Notice is requesting responses from businesses that can provide the required supplies/services under NAICS 325120. To assist DLA Energy-Aerospace Energy in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are encouraged to provide information regarding your plans to use joint venture (JV) or partnering to meet each of the requirement areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service-Disabled Veteran Owned Small Businesses, Women-Owned Small Businesses, HUBZone Small Businesses and 8(a) Businesses. You should provide information on your company’s area of expertise and how those of any proposed JV/partner would be combined to meet the specific requirements contained in this notice.In order to make a determination for small business set-aside, two or more qualified and capable businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Sub-Contracting Clause (FAR 52.219-14). Defense Logistics Agency (DLA) Energy-Aerospace Energy, requires delivery of Liquid Nitrogen (LN2), NSN 680-01-644-2557, Type II, Grade B, conforms to the requirements of the most current version of Commercial Item Description (CID) A-A-59503, f.o.b. destination to Guam. See attached Statement of Objectives (SOO) for details. This potential requirement has an estimated period of performance for five (5) years.SUBMISSION REQUIREMENTS: Interested qualified organizations should submit their capability statement for this requirement. Statements should include an indication of current business size and list of available ancillary services available. Include responses to the following:a. Capability to fully meet the LN2 specifications. If there are parts of the specification that your company cannot meet, please list them.b. Capability to perform all the sampling/testing requirements listed in the specification. If there are sampling/testing that your company cannot perform, please list them.c. Capability and willingness to allow Government quality assurance inspectors access to supplier production/load-out plant to conduct quality assurance assessments as needed.d. Capability for a potential Federal Government Contract: your company must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/SAM/#1.
