Description
Sources are being sought for Subject Matter Expertise (SME) as follows:Summary:The Nuclear Material Control & Accountability SME is responsible for evaluating the performance of NNSA site’s defense-in-depth system to ensure that all accountable, nuclear materials are in their authorized location and being used for their intended purposes such that nuclear material theft and/or diversion is deterred and detected and lost material is recovered. The person in this role ensures that review, analysis and measurement control programs are performed in accordance with DOE and NNSA requirements (specifically, DOE Manual 474.2). The SME must maintain current, up-to-date knowledge of federal and all NNSA site regulations in order to support PNNL’s ability to assess the effectiveness of the NNSA site’s MC&A Program. The SME must be intimately familiar with plant/site operations and how these operations create highly complex, operationally unique, MC&A challenges.Responsibilities: Must have in-depth knowledge of NNSA site operations as they relate to processing, handling, storing and protecting accountable nuclear materials Have the field experience to assess the Material Control & Accountability (MC&A) department and assigned personnel responsibilities Evaluate overall planning, coordination and administration of Special Nuclear Material (SNM)control and perpetual accounting functions - ensure material control and accountability systems provide: Accurate nuclear materials inventory information Control of nuclear materials in order to deter and prevent loss or misuse Provide timely and localized detection of unauthorized removal of nuclear materials within specified limits Provide assurance that all nuclear materials are accounted for and that theft/diversion has not occurred Facilitate recovery of any missing nuclear material Have specific experience to evaluate a program’s likelihood of success in the prevention of radiological and/or toxicological sabotage involving nuclear materials that could adversely impact national security, the health and safety of employees, the public, or the environment Perform review and analysis of the nuclear material measurement programs with focus on nuclear material receipts, shipments, and nuclear materials in inventory Perform assessment of measurement control programs including statistical models, propagation of error, measurement control programs, inventory differences and shipper/receiver The SME will have the knowledge, skills and abilities to evaluate activities associated with the receipt, shipment, control and accountability of SNM Determine if MC&A functions are performed in accordance with the applicable regulations Assist sites with developing performance measures to indicate MC&A Program health and determine if the identified measures are effective in leading the MC&A Program toward continuous improvementRequired Qualifications: A minimum of 20 years of experience working in and evaluating NNSA MC&A programs. Ideally the SME will have first-hand knowledge of operations specifically in Los Alamos National Laboratory, Y-12 National Security Complex, Pantex Plant and the Nevada Nuclear Security Site. Knowledge of nuclear materials processing at Sandia National Laboratories, Lawrence Livermore National Laboratory, Kansas City National Security Campus and Savanah River Site are highly desired. Experience must include demonstrated knowledge of the manufacturing and/or specialized processing performed by the eight NNSA site’s as related to nuclear materials used in the U.S. nuclear weapons programs. Must be a U. S. citizen Must Possess a current DOE Q Access AuthorizationDesired Qualifications: Familiarity with other Safeguards and Security topical areas, such as personnel security, protection program operations or physical security.
