- SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF SOLE SOURCE (BRAND NAME) SPECIFICATIONS IN AN FY20 CONSTRUCTION PROJECT - POH004 ROTARY WING PARKING APRON, WHEELER ARMY AIRFIELD, SCHOFIELD BARRACKS, HI - AND IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of a larger construction contract to be executed on Wheeler Army Airfield, Schofield Barracks, Hawaii. A determination by the Government to not compete this requirement based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”.ITEMS:Schneider Electric PM5563 Meter: The meter installed in projects on Wheeler Army Airfield must have advanced metering capability and must be compatible with and provide intelligent communication with the BPOC (Building Point of Connection, the Echelon SmartServer). The meter should be capable of communicating to the BPOC by Modbus protocol over RS485 communication medium. The meter needs to meet the requirements of UMCS-MCX Army Metering Program Guidance for Advanced Meters. The guidance requires an electricity meter to be installed on any building to be compatible with the post-wide metering system with respect to the types of meters selected and the method used to program the meters for initial use. Echelon SmartServer 2.2 SR8 FT: The Army Metering Program guideline requires that data communication from the different metering devices in a building, or area be consolidated through a Building/Facility Point of Connection (BPOC, or FPOC). The Echelon SmartServer is the BPOC that has been approved for use on Wheeler Army Airfield. The Echelon SmartServer forms a building-level network with the measuring devices connected to it, and they should be capable of communicating by Modbus protocol over RS485 communication medium with each other. The BPOC must be capable of polling all attached metering devices for data on a regular basis. The BPOC sends the polled metering data to the Enterprise Energy Data Reporting System (EEDRS) server. The BPOC communicates with the EEDRS via the Wheeler Army Airfield’s Local Area Network (LAN). Since the Wheeler’s metering system uses the installation’s LAN, any equipment connected to the LAN has to be approved by the Network Enterprise Center. Currently, only the Echelon SmartServer is the approved BPOC for Wheeler.SEL-3031 MODBUS Serial Radio Transceiver: The SEL-3031 Modbus Serial Radio Transceiver is the communication medium used in Wheeler when there are no existing landlines (copper, or fiber) to support the communication requirements of the building, or facility metering system. The building in this particular project does not have fiber, or copper LAN infrastructure that connects to the existing EEDRS mentioned above. The SEL-3031 is a serial radio transceiver that works on a license-free frequency band and has been authorized to be used in Wheeler’s base wide metering system. The SEL-3031 radio is capable of receiving data from the meter mentioned above via a wired RS485 communication line from the meter to the RS485 data port of the radio. The radio then transmits the data to a similar radio at the receiving end. The RS485 data port of the receiving end SEL-3031 will be connected to the BPOC mentioned above.Talley MXRBMOY8903: This is a 3-element yagi antenna that will be used by the SEL-3031 for radio signal transmission, or reception. This antenna has met the radio signal compatibility requirements of the radio transceiver. This ensures metering data integrity when transmitted through the radio. The antenna is suited for Wheeler’s environment. This particular antenna is designed with a fully enclosed low loss feed system which prevents it from corroding and deteriorating. It has an added layer of protection maximizing performance and durability under the toughest weather conditions. The antenna comes with solid aluminum mounting clamps with stainless steel hardware which ensures robust installation. The antenna is designed for 200 mph wind survival.THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as these sole source items will be incorporated into the specifications of an FY20 solicitation for the repair of a rotary wing parking apron located on Wheeler Army Airfield, Schofield Barracks, Hawaii. Vendors who offer the above items which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information:1.) Identification of the manufacturer’s name, address, and country of product manufacture.2.) Fully detailed specification sheets.3.)
