Description

The Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility, Chinle, AZ intends to award a non-competitive, sole source task/delivery order against Federal Supply Schedule contract GS-07F-5934R to proposed contractor, Government Source Scientific, Inc. Authority cited FAR Part 8.405-6 (a)(1)(i)(B) - Only one source is capable of providing the supplies and services required at the level or quality required because the supplies and services are unique or highly specialized. The Proposed Contractor shall provide blood gas instrumentation using lease agreement - 60 month contract (1 primary analyzer and a back up model) to the Laboratory Department at the Chinle Comprehensive Health Care Facility (CCHCF). Agreement will include instrumentation, consumables, QC material, and basic service agreement over term of agreement. Analyzers must be capable of on-board QC with QC lock out, on-board maintenance and troubleshooting videos, and capable of running various body fluid sample types. Period of Performance 01/01/2020-12/31/2020, plus four (1) year options. The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure there is no interruption in services that will negatively affect direct patient care. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by December 24, 2019, 5:00PM MDST, the contract will be issued without further notice.A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 8.4. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
