Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACTThe National Institutes of Health (NIH) intends to negotiate a contract on a sole source basis with K2 Audio, LLC, Boulder CO. The contract is for the purpose of providing Construction, Consultation, Design, Programing and Professional Services for the custom AV control and audio DSP systems for all spaces required to include Building 10, Masur Auditorium; Building 31, Sixth floor Conference Center; Building 45, the Natcher Conference Center; Buildings 35, 40, 50, 60, Rockledge II, and 6700B Rockledge Drive.Requirements: The tasks below are requirements.ConsultingThe vendor will be required to provide: A design plan assuring that AV systems goals are well defined Provide pertinent information and a review of the scope, schedules and budget to all vested individuals Provide a written statements of work (SOW), design plans that outline the requirements for each space, present design options, and a preliminary cost estimates for the systems DesignThe Vendor will coordinate and develop all: Electrical requirements for each space utilizing the AV systems Provide dimensional information and/or cut-sheets for any devices requiring integration into the architecture, and requirements for equipment room layouts Provide detailed AV systems documentation, including: Drawings that detail the infrastructure requirements Interconnection of system components Equipment layout/mounting details, rack elevations, panel drawings All other information necessary to accurately depict the new systems System design specifications that detail the recommended components to be used in the system installation Guidelines detailing how the systems must be installed All system components shall be specified by a manufacturer and model number Provide the custom AV control system programming, including production of the graphical user interfaces Coordinate offsite installation and testing of the DSP and control systems programming with the AV systems integrator, and make any programming changes necessary to ensure a fully-functional systemProfessional Services: Upon award of the contract, review AV contractor submittal drawings and equipment lists to assure compliance with the specifications. Work with the contractor to ensure that all required information is shown, and that the drawing(s) is resubmitted for approval prior to beginning construction. Develop and provide the local processing file responsible for configuring the internal signal flow of the audio digital signal processing (DSP) system. Throughout the AV systems installation, answer questions from the contractor as they arise, and provide any additional direction needed. Coordinate with NIH personnel and any other designated parties to ensure that the AV systems integration progresses smoothly, and that any issues that arise are addressed in a timely fashionPrior to Final Release: The vendor will provide documents detailing all prospective supply/installation All documents and progress versions will be submitted for review and comment by EMB management A preliminary cost estimates to reflect the final designs Upon completion of the AV systems installation, provide services that include on-site commissioning, final adjustments and acceptance testing Fine-tune the settings of each of the devices for optimum performance within the spaces, and ensure that all connections to external spaces are functional and appropriately configured to enable remote control functionality Perform acceptance testing after adjustments are made to ensures that the systems are installed in accordance with the design specifications and drawings If any conflicts are discovered, convey these to the contractor in the form of a "punch list" so that corrections can be made prior to final system acceptance by the NIH Events Conduct training for NIH staff on the use of the new systems. This training will be in addition to the comprehensive training provided by the installation contractor, and will focus mainly on user interaction The vendor shall also: coordinate and facilitate activities that will involve our loading dock, including meeting loading dock requirements for deliveries/pickups and coordinate the delivery of equipment requiring temporary storage to a storage facility, if necessary.K2’s past and current experiences on these different project types bring many possible solutions to achieve this requirement for each of our clients. They can guarantee a breadth of experience, the patience to understand the NIH needs, the creativity to work with others toward a common goal, and a willingness to look at all things in a fresh way.ResponsesThe proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s).
