- Description
- Commander, Navy Installations Command (CNIC), Millington, TN, a Nonappropriated Fund Instrumentality (NAFI) of the Federal Government intends to award a Sole Source, Firm-Fixed Price contract to ICF, LLC, 9300 Lee Highway, Fairfax, Virginia 22031 on a sole source basis. This is a follow-on requirement from ICF for continuation of services under HDQMWR-15-F-0038 for the Inspection Management System (IMS) and the Subsidy Management System (SMS) system requirements, which provides the single gateway MilitaryChildCare.com (MCC) application for eligible military families to search, apply and request childcare across all military operated and subsidized programs. These systems have been built through previous contracts and meets the specific requirements and functionality requested by DoD and Service Representatives for Army, AF, Marines, Navy and DLA. ICF has played the lead development role over the past five years, conducting efforts that led to the successful gathering of requirements, software planning, construction and testing, and deployment of the systems to all Services. They have played a critical role in engineering and creating a systematic approach to how these systems are used and the business operational standards that have been modified and transitioned into these systems.This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capabilities to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the Contract Specialist listed above by the response date. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is at the sole discretion of the NAFI to not compete on a full and open competition basis.
