- PRE-SOLICITATION NOTICETITLE: Electronic Warfare Improvement Capabilities (EWIC) Indefinite Delivery/Indefinite Quantity (ID/IQ) ContractDESCRIPTION:This is a presolicitation notice in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 5.2 to give industry early notification of a solicitation that will be posted after 17 Dec 2019. This is not a request for proposal. The anticipated acquisition is for a five-year, Cost-Plus Fixed Fee/Cost Reimbursement, Indefinite Delivery/Indefinite Quantity (ID/IQ) Research and Development (R&D) service contract with two one-year options. The Government intends to issue a single solicitation and make a single award.The anticipated ID/IQ contract is support the continued upgrades of the Electronic Warfare (EW) test and evaluation (T&E) resources at the Avionics Test and Integration Complex (ATIC) located at the Air Force Test Center (AFTC), 412th Test Wing, 412th Electronic Warfare Group (EWG), Edwards AFB Ca. The contract will provide for developmental engineering services, including technical support for continued modernization and integration activities within the Benefield Anechoic Facility (BAF) anechoic chamber.An industry day event will be conducted at the BAF. Time and date to be determined. All offerors who are interested in this requirement are encouraged to participate. The industry day event will allow offerors to ask questions and the Government to explain key areas of the solicitation.A formal written solicitation along with all questions and answers following the industry day under solicitation number FA9304-19-R-0002 is anticipated to be posted on Contract Opportunities at https://beta.sam.gov/ on or about 17 December 2019 for 60 calendar days.No proposal preparation costs will be provided nor reimbursed by the Government. Paper copies of the solicitation or associated documents will not be made available. Solicitation documents will be made available only through https://beta.sam.gov/ IAW FAR 5.102. The Government anticipates award of the ID/IQ in late June or early July 2020.Interested vendors are responsible for visiting https://beta.sam.gov/ periodically for any changes or updates to this notice as well as notice of a future solicitation. All prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award (https://www.sam.gov) IAW FAR 4.1102. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal.
