Description
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award an Order under Basic Ordering Agreement N00019-16-G-0006 to General Atomics (GA), San Diego, California (CA). The anticipated order will be for the efforts needed to support post-delivery test and trials (PDT&T) phase that includes fixed wing aircraft recoveries and launches using the Advanced Arresting Gear (AAG) and the Electromagnetic Aircraft Launch System (EMALS) onboard the USS Gerald R. Ford, CVN 78. Services include Senior Engineering and Logistics personnel, one each for EMALS and AAG, to provide technical support onboard CVN 78 for the duration of the ISE periods conducting fixed wing operations during testing. The Contractor Senior Engineering personnel onboard shall have in-depth knowledge and testing experience on their respective systems, and shall assist the CVN 78 Crew and the onboard Government Team with the troubleshooting and resolution of any issues that arise with AAG and EMALS during the ISE periods. As the sole designer, developer and manufacturer of the EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
