- Description
- The U.S Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is developing and testing a training curriculum for operators to implement site-specific noise abatement procedures and requires support of a subject matter expert with specific expertise in the low noise operability of helicopters who was also involved in the NASA-FAA helicopter flight tests in 2017 and the FAA-Volpe Hamptons Procedures Demonstration in 2018. The specific acoustic and operational data from these tests will be leveraged in the training materials and requires someone who attended the tests and is familiar with the available data. EBDEA LLC has the only suitable personnel with the requisite helicopter low noise expertise; that includes those involved in the prior flight testing, analysis and development/implementation of the training programs. They were participants in the joint NASA-FAA flight test at Eglin and Amedee and helped develop the low noise procedures at the Hamptons Procedures Demonstration test. Therefore, the Government intends to award a purchase order on a sole source basis to EBDEA LLC. The period of performance will be from date of award through 02/28/2022. The NAICS Code for this procurement is 541690; the Small Business size standard is $16.5 million.Notice:Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within three (3) calendar days from the date of publication of this synopsis. Responses received after three (3) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
