Description
Amendment 04: This amendment provides answers to submitted questions, extends the deadlinefor Request for Information Questions and provides clarification to Amendment 02.Proposal questions are due by 1600 Mountain Time, December 30th, 2019.Question #1: Reference renovation of the reflecting pool light fixtures. Please provide manufacturer and model number of the existing fixture and/or a source for the replacement parts. Additionally, please provide additional detail as to how the new parts connect to existing fixture to form a waterproof connection.Answer #1: The reflecting pool light fixtures do not have a model # since they will be a custom step light as noted in the light fixture schedule on sheet E4. Manufacturers are listed in the schedule. A new weatherproof gasket should be installed in front of the existing housing as noted in the detail on sheet E3.Question #2: Reference Section 101416 - Signage Is there a signage schedule to follow so they wemay know how many cast-metal signs are required for Meridian Hill Park?Answer #2: There is no signage schedule. There is a total of (3) signs: (2) wall mounted and (1) post mounted as indicated on sheet A27 and detail 1/A15. Clarification for purpose of Amendment 2 Schedule direction:"The intent of extending the construction schedule is to allow additional time for the mockup process. The government would provide a partial Notice to Proceed at the start of the contract to allow the contractor to begin the mock-up process (full site mobilization would not be required at that time)."Amendment 03: This amendment hereby extends the proposal due date from: December 12, 2019 at 2:00 PM; to: Jan 7, 2020 at 3:00 PM MT.Question 1: On page 151 of the RFP, Section L.D.2. indicates that we should have sections for Factor 3 including Subfactor 3A Management Approach and Subfactor 3B Safety. On page 153, Section L.D.3.c. Management Approach does not include a reference to subsections, nor does it ask for information related to Safety. Please clarify the information that is required for 3B Safety.Answer 1: Subfactor 3b Safety is not part of the evaluation factors.Question 2: Section L.D.3.c. Past Performance requires PPQs for our relevant projects. PPQs for these projects were previously submitted during the initial bid for this project. May those PPQs be resubmitted in lieu of asking the clients to complete a new PPQ?Answer 2: Yes, previously submitted PPQs (from the Summer 2019 solicitation) may be submitted.Question 3: Please confirm that the CPM schedule does not have a page limitation and is not included in any page counts.Answer 3: Schedule does not have a page limitation nor is it included in the overall page count.DUE DATE EXTENSION: The Due Date for Proposal Submission is hereby EXTENDED to 1500 (3:00 p.m.) MT on Tuesday, January 7, 2020.Amendment 02: This amendment hereby adds 4 months to the contract thereby extending theperiod of performance by 120 calendar days for a total period of performance length of 485days.For bidding purposes, please use the following estimated dates:Estimated Award: April 15, 2020Estimated Notice to Proceed: May 15, 2020Estimated Winter Shutdown Time: 77 daysEstimated End of Period of Performance: November28, 2021Question: Regarding SUBFACTOR 2B - SCHEDULE(Page 153 of 170): We will use Primavera P6 tobuild our proposed schedule then convert toMicrosoft Project; is this acceptable for boththe proposal AND preconstruction/constructionphases?Answer: Schedule may be submitted in either MSProject or Primavera.DUE DATE EXTENSION: The Due Date for ProposalSubmission is hereby EXTENDED to 1400 (2:00 p.m.)MT on Thursday, December 12, 2019.Please add the following to:52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995)An organized site visit has been scheduled for November 15, 2019 at 9:00 A.M.Participants will meet at the Lower Plaza of Meridian Hill Park, 16th St NW, Washington, DC, 20009Directions to Meridian HillVia the Metro:The closest subway stop is Columbia Heights (Green and Yellow lines). Exit the station on the West side of 14th Street. (If you take the escalator out of the station you will come up facing West.) Walk 1 block West on Irving Street (long block) to 16th Street. Turn left on 16th Street and walk 5 blocks South on 16th Street. The park will be on your left.You can also catch a bus. The S2 & S4 buses run between the Silver Spring Metro station and downtown DC on 16th Street.From downtown DC (National Mall):Go north on 14th St., turn left onto M St. go two blocks and turn right onto 16th St. At W St. turn right, go one block and turn left onto 15th St. There is a small off street parking lot on the left of 15th.From Maryland:Take 16th St. south to W St. and turn left, go one block and turn left onto 15th St. There is a small off street parking lot on the left of 15th.
