- Description
- 1) The Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office (RCO) Hawaii (HI) has a requirement for semi-annual and annual service on oil water separators (OWS) and sediment catchment systems, (basins, trenches, and grit boxes) and to dispose of non-hazardous oil/water, sludge, sediment, testing, pick up and disposal/recycle services non-hazardous materials from sumps at various Army Installations on the Island of Oahu, Hawaii. Contractor shall perform all work in accordance with Occupational Safety and Health Act (OSHA) Standards, current Federal, State, County laws, regulations, and commercial standards.Semi-annual service work to include removing debris from the waste oil skimmer compartment and dispose the waste material. Clearing of all obstructions to ensure all flow inlet/outlet pipes are unrestricted and inspecting the whole system and noting overly deteriorated components. Recommend to the government necessary work or repair to maintain the system in optimal condition. Pump out and recycle/dispose of the non-hazardous oil/water fluids from the OWS holding Chambers. Contractor shall keep the sediment collection system in operational condition. Remove and recycle/dispose of the non-hazardous sludge/sediments from basins, trenches, and grit boxes. Sludge/sediment collected shall be disposed of at designated government site(s). Ensure trash mixed in the sediments are separated/taken out. Trash shall be disposed of to the nearest trash bin(s).2) Background: This is a new firm-fixed price requirement.3) Contract Set aside: This action will be set aside 100% to Small Business.4) Contract Type and Period of Performance: The Government intends to award a Firm Fixed Price (FFP) Requirement contract with Period of Performance of 1 March 2020 - 28 February 2025. This acquisition will be solicited under National American Industry Classification system (NAICS) code 562219, Other Nonhazardous Waste Treatment and Disposal. The small business size standard is $41.5M.5) Quotes shall be submitted electronically on the BetaSAM website or via e-mail to Contract Specialist identified below. Faxed quotes will not be accepted. Quotes must be received by the contracting office on or before the solicitation closing date and time stated under Block 8 of the SF 1449 Solicitation/Contract/Order for Commercial Items. Local time is Hawaii Standard Time (HST). It is the responsibility of the contractor to ensure quotes are received and acknowledged by the Contract Specialist on or before the closing date of Friday, January 10, 2020 at 8:00 AM.6) No paper copies will be issued. Potential offerors are responsible for monitoring this site for release of any amendments to this solicitation. Any/all amendments will be posted and available for viewing and downloading on BetaSAM. Potential vendors are encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or associated documents. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received. 7) All prospective vendors shall be registered in the System for Award Management (SAM) to be eligible for award of a contract. Contractors shall ensure SAM registration is active.
