- This is a combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT is issued.The solicitation number is 2120290PNF009. This combined synopsis constitutes a solicitation and incorporates provisions and clauses. This acquisition is Small Business Set Aside. The NAICS is 238220. The contract type will be a firm fixed price purchase order. The government proposes to solicit from the attached scope of work.Federal Acquisition Regulation Clauses and the Department of Labor wage rates for Service are included in this agreement and are applicableVendors doing business with the Coast Guard must be registered or be willing to register with the System Award Management at www.SAM.gov.Please Email all quotes to Joshua J. (504) 253-4726 Joshua.J.Vita@uscg.mil.This solicitation will be will be evaluated by the following criteria: Past Performance, Response time, Price.Evaluation Process: Lowest Price Technically Acceptable.The Government will award a contract resulting from this Request for Quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest Price Technically Acceptable (LPTA) quote. The lowest price quote will be evaluated on technical acceptability. If it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated.STATEMENT OF WORK BASE NEW ORLEANS PROPERTY HVAC MAINTENANCEFY 2020 Work Statement In the performance of this contract, the contractor shall provide the services, parts, and repair work associated with air conditioning systems at the U.S. Coast Guard Base New Orleans properties to include; Base New Orleans, 1790 Saturn Blvd New Orleans (Base) AND CG property at 4023 Main St Belle Chase LA, Communications Station (COMSTA). Contractor will respond to calls for service or repair in a timely manner not to exceed 3 working days.Scope of Work Contractor shall furnish all labor, tools, materials, transportation, equipment, supervision and personnel to perform seasonal inspections, maintenance services, and repairs for the HVAC units at Base and COMSTA. Contractor shall furnish all labor, tools, materials, transportation, equipment, supervision and personnel to perform open inspect and repair services to include parts and labor for the HVAC units at Base and COMSTA. Prior to each seasonal change of temperature (April for spring, October for fall) an inspection will be conducted on each air conditioning units to ensure functionality for heating or cooling respectively. Contractor Performance Requirements Contractor shall provide services and inspect and/or repair air conditioning systems for Base New Orleans and COMSTA locations IAW the schedule listed in this SOW. The services and inspections shall comply with all state and federal rules and regulations in regards to A/C work. Inspections: Inspections should include, but not limited to: Mechanical and electrical compliance Functionality Heating and cooling capabilities Programing and checkups of electronic controlled systems. Inspection of all coils, louvers, and fans Verify refrigerant levels and pressures Inspect all refrigerant and gas lines for leaks Verify operating temperatures Schedule: Perform Fall inspection prior to 15 October Perform Spring inspection prior to 15 April Repairs: Corrective Maintenance actions Contractor shall provide a quote to Base New Orleans Personnel within 5 business days of seasonal inspections, for needed repairs identified during the seasonal inspections Prior to affecting any repairs, authorization must be received from a warranted contracting officer (KO) or representative (COR). Diagnostic Repair Call Outs Contractor shall provide a quote to Base New Orleans Personnel within 5 business days of performing diagnostic inspection for all repairs needed. Prior to affecting any repairs, authorization must be received from a warranted contracting officer (KO) or representative (COR). Performance Standards Proper adherence to all safety procedures is required prior, during and after work being performed. The contractor shall furnish all personal protective equipment (PPE) as required by Occupational Safety and Health Administration (OSHA). The contractor shall safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to contractor operations and activities, and avoid interruptions of Government operations in the performance of services.Deliverables Seasonal Inspection report: Contractor shall deliver a detailed inspection report within 5 business days to Lead MK. Report should include but not limited to: list of equipment inspected, condition of systems inspected, recommendations for repairs or maintenance. Diagnostic call outs: contractor shall deliver a quote for repairs identified during the service call within 5 business days of service to Lead MK Repair quotes: Contractor shall deliver quotes for repair within 5 business days of inspection. Liability Of Damages The contractor shall be liable for all damages to Government equipment and property when such damage is due to fault or negligence of the contractor. The contractor shall be responsible for all damages or injury to persons that occur as a result of the contractor’s fault or negligence. The contractor shall take proper safety and health precautions to protect the work the workers, the public, and the property of others.END OF SECTION
