Description
This is a combined synopsis/soliciation for Archipelago Marine Research EM Interpret Lite Annual, Item #79082.This is full and open competition for EM Interpret Lite Annual License Fee, Item #79082 with Archipelago Marine Research EM Interpret Lite Annual. This is a brand name requirement.AMR is authorized to provide Electronic Monitoring (EM) services to commercial ground fish vessels in Alaska. Because this system records evidence of federal fisheries violations enforced by this agency, it is necessary to have the capability to review the information stored on AMR hard drives. The video and other data is viewable only by the AMR software. Because AMR systems are used throughout Alaska, it is necessary for NOAA OLE offices throughout Alaska to have this software in order to conduct investigations. The video is normally of activity from a fishing trip of three to five days. In other words, it is not feasible to have one office review hard drives for evidence and then forward evidence to investigators in other offices. This software will be installed on forensic computers that are NOT connected to the NMFS Active Directory.BRAND NAME JUSTIFICATION:The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required. Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. All factors have the same value:Paragraph (a) is hereby completed as follows: Evaluation will be based on: Technical Acceptability: Please confirm you can comply with all necessary conditions. PriceThe Government intends to award a low priced, technically acceptable, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), regardless of whether there are negotiations after receipt, unless written notice of withdrawal is received before award.(End of Provision)See attached full combined synopsis with all terms and conditions with which all vendors must comply to be eligible for award. VENDORS MUST PROVIDE THEIR WILL OR WILL NOT STATEMENT PER FAR PROVISION 52.204-24 WHICH IS IN COMBINATION WITH FAR CLAUSE 52.204-25, BOTH DETAILED IN THE PROVISION AND CLAUSES ATTACHMENT.
