- Description
- The Naval Air Warfare Center, Aircraft Division, Lakehurst NJ (NAWCADLKE) Intends to negotiate on a non-competitive basis with Engineered Arresting Systems Corporation, doing business as Safran Aerosystems Arresting for a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) for the procurement of multiple support services for the M31 Marine Corps Expeditionary Arresting Gear System (MCEAGS). The anticipated contract will encompass: Depot Overhaul, Depot Repair Support, Depot Rework Support, Diesel Engine Repair Support, Depot Repair Inspection and Evaluation, Contractor Logistics Support, Supply Support for the current on hand inventory, Government Furnished Equipment (GFE) Handling, Supply System Transaction Support, Engineering Support, Technical Manual Support, Safety Program and Chemical Management, Quality Assurance, Program Management, Parts Procurement needed for Depot Overhaul/Repair/Rework, generating a Parts List for Depot Overhaul purposes, Shipping Support, Training Support, and Travel in support of the Expeditionary Airfield (EAF) M31 MCEAGS.The Government intends to negotiate the above IDIQ under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Engineered Arresting Systems Corporation is the original manufacturer of the M31. Therefore, they are the only company that possesses the detailed technical data necessary to fulfill this requirement. Additionally, the M31 MCEAGS is comprised of numerous Critical Safety Item (CSI) and non-CSI components. Qualified vendors are required to procure each CSI item. The criteria for qualifying a vendor must be in accordance with NAVSUP-WSS-N23-073. Engineered Arresting Systems Corporation is the only known company that has qualified vendors for the required CSI items. This is not a request for competitive proposals. A determination by the Government not to open this requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
