Description
A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately.Repair/renovate a 300-member Army Reserve Center (ARC). Primary facilities include repair/renovation of an ARC Building. This will be a design/build project to renovate 49,309 sf. The building is a warehouse for which a portion was renovated, in the past, to accommodate Army Reserve Training space. This renovation is to renovate the portion of the warehouse occupied by the Army Reserve Center. The repair/renovation will include: exterior wall sealing and improvements; window and door replacements/additions; interior walls, ceiling, doors; new interior finishes and furniture; Heating, Ventilation, and Air Conditioning (HVAC); plumbing, mechanical, and electrical systems; new telecommunication systems; and repair of building roof drain lines. Spaces include administrative spaces, classrooms, kitchen, assembly areas, restrooms, showers/lockers rooms, break room, etc. Accessibility for the disabled will be provided. Antiterrorism/Force Protection (AT/FP) will be incorporated into the design. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.The warehouse is post-WWII era construction. The exterior walls are currently cracked and require sealing. The mix of open warehouse area and new spaces necessitate complex interior wall analysis and construction and complicate the design of the new HVAC system. Potential structural reinforcement possible. Environmental (asbestos) remediation will be required. Site is located on an Air National Guard installation, requiring coordination for contractor entry. Contract duration is estimated at 730 calendar days. The estimated cost range is between $5,000,000 and $10,000,000. NAICS code is 23622. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service Disabled Veteran Owned Business contractors should respond to this survey by email on 03 January 2020, 11:59PM Eastern Standard Time.Project Minimum Criteria: Provide descriptions your firm’s past experience on no more than three projects with greater than 95% construction complete or those projects completed within the last five years which are similar to this project in size and scope. Provide documentation demonstrating experience for building renovation projects of similar types of buildings involving management of multiple sub-contractors. Projects considered similar in scope to this project includes complete renovation of buildings similar to Army Reserve Centers, Armed Forces Training Centers, National Guard, or other Federal Agency Office Buildings, Commercial Multi-Story Office Buildings, and Higher Educational Facilities such as high schools and university buildings and includes architectural, structural, mechanical, electrical, plumbing, data, and communication systems renovation, and civil and site work. Project may also include new construction; however, project scope shall be at least 50% complete building renovation, measured in square footage. If replying with projects that are combined new and renovation construction, clearly delineate (based on square feet) the renovation versus new construction portion and percent (%) of the project. Projects similar in size will include: building(s) having a combined square footage of at least 34,500 SF.Base on the definitions above, for each project submitted, include: Current percentage of construction complete and the date when it was or will be completed. Size of the project (combined building SF, % renovation vs new construction, acres of construction site work, etc.) Scope of the project. Include any specific trades, site work, utility connections, mechanical systems, HVAC commissioning, roof systems, etc. (delineate new and renovation scope) Dollar value of the project (delineate new and renovation value) The portion and percentage of work that was self-performed.
