Description

This is a notice of a proposed contract action the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The product to be acquired is Web of Science, from the source Clarivate Analytics (formerly Thomson Reuters Scientific). This is will be a Fixed Price Commercial Order following FAR 13 & 12.5. Total period of performance is expected to be 5 years, inclusive of options. Estimated value is between $1,000,000 and $2,000,000.Reason justifying the lack of competition: The FDA Library must have access to the scientific citation data uniquely provided by Web of Science. All responsible sources may respond to this notice, and will be considered for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the FDA Library. The determination not to compete this proposed contract action is solely within the discretion of the Government.All correspondence about this Notice of Intent should be directed to the point of contact.
