36C25020Q0185SPECIAL NOTICENOTICE OF INTENT TO SOLE SOURCEOptis Mobile SystemThe Cleveland Department of Veteran Affairs Medical Center, 10701 East Blvd Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.1061(b)(1)-Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 334510 with a small business size standard of 1250. The VA intends to solicit and negotiate with Abbott Laboratories Inc 6300 Bee Cave Road Bldg 2 Ste 100 Austin, TX 78746. VAMC Cleveland Cardiology is requesting replacement of the current OPTIS system in use in the Cath Lab with the latest model, to include all installation kits and accessories. The St. Jude OPTIS System offers physicians an efficient way to optimize PCI procedures for the treatment of vascular disease by combining diagnostic tools designed to improve patient outcomes into one portable device. The OPTIS Mobile System is designed to help physicians make improved stenting decisions based on high-resolution and three dimensional OCT views of coronary anatomy while simultaneously mapping their exact location via angiogram. This system also offers physicians detailed coronary hemodynamic (circulatory) information during PCI. This technology has been shown to improve outcomes and reduce health care costs over traditional diagnostic imaging tools. The model in use at this time is coming up on end of life. This is a direct replacement/upgrade and continuity of equipment type is required. Cardiology is currently standardized on the usage of catheters manufactured by Abbott, and Optis integrated system and the mobile system with Optis software are contraindicated, where introduction of any catheter would constitute a threat to patient safety. Other persons may identify their interest and capability to respond to this requirement by Monday December 16, 2019 at 4pm est. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. �All information shall be furnished at no cost or obligation to the Government.� A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
