- THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL - Pursuant to FAR 5.203(a),Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Department of Defense (DoD) Close Combat Lethality Task Force (CCLTF) intends to award a sole source contract to The Military Wellness Initiative (MWi), 5950 Sherry Lane, Suite 550, Dallas, TX 75225. The base period of performance is one year (12) months and two (2) twelve (12) months options.The anticipated award will be made under the authority of FAR 6.302-1(a) (2) (i)(A), “Demonstrates a unique and innovative concept, or, demonstrates a unique capability of the source to provide the particular research services proposed.” MWi submitted an unsolicited proposal to provide a unique and innovative database platform for an online community support network for military and veterans (milVet) members and their family members. DOD’s Close Combat Lethality Task Force (CCLTF) is focused on human factors and how improvements to a service member’s capacity and resiliency can translate into reliable competitive advantage on the battlefield. Effective implementation of MWi’s platform and community would not only improve recruiting and readiness, but also contribute to more effective utilization of eligible resources and help individuals and groups better understand the benefits of service.Furthermore, MWI’s proposal creates a framework that integrates disparate organizations and capabilities, links data collection, data analysis, scientific measurements and psychology to create opportunities for increasing human performance. MWI creates a national community and subsequent sub-communities, then delivers a digital place to connect Service Members, with relevant governmental, veteran, and civilian resources. MWI’s framewSork provides the ability to increase awareness of available resources, increase people’s propensity to serve, empower and maximize a service member’s experience in the military to better develop resiliency, retain them longer and provide them better support as they transition out of the military. The NAICS code for this requirement is 541513 - Computer Facilities Management Services, with a size standard of $27.5 million.This notice of intent is NOT a request for competitive quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.
