Description
The U.S. Department of Transportation, Maritime Administration (MARAD), Division of Atlantic Operations, Norfolk, VA intends to award a firm fixed price purchase order for potential offeror/contractor to perform a drydocking and ABS Intermediate Survey on the T.S. KENNEDY.The T.S. KENNEDY is the training ship of the Massachusetts Maritime Academy. It is an 15,500 HP steam ship with an overall length of 536 ft-11in, a beam of 76 ft, maximum operating draft of 28 ft - 6 inch and gross tonnage of 13,886 LT.All work performed by the Contractor shall serve to accomplish the requirements of a USCG Drydock Exam, Internal Structural Exam and Tailshaft Inspection in accordance with 46 CFR Part 61.2. An ABS Intermediate Survey for a Non-ESP Cargo Ship (non-tanker, which is greater than 15 years of age). In addition, numerous other items shall be performed to include, but not be limited to, the following: Tail shaft examination Open and inspect line shaft bearings Blasting & coating of hull Ultrasonic thickness gauging Tank cleaning and inspections Propeller and stern tube bearing Crop and renew of miscellaneous steel structures on deck Crop and renew foundations, stations and pipe stools and other structures in the engine room.AVAILABILITY AND PERFORMANCE PERIODThe ship will be available for transit to the contractor’s Shipyard facility for Dry-Docking on February 26, 2020. Arrival will be dependent on the transit time. The contractor should plan on a minimum of 4-days at a lay berth to shut down and layup the ship for the drydock availability. The contractor will be limited to the work that can be performed at the lay berth while the crew is living onboard.Period of performance start date is March 01, 2020 with all work to be completed and ship returned to active service no later than May 01, 2020 due to the ship’s departure on May 05, 2020.SITE VISITA site visit will be conducted onboard the T.S. KENNEDY 8:00 a.m. - 4:00 p.m. Eastern Standard Time on Tuesday, December 17, 2019 at 101 Academy Drive, Buzzards Bay, MA 02532. All potential offerors intending to submit an offer should plan to attend site visit. In order to make the site visit as productive as possible, offerors are also requested to submit any questions from the review of the solicitation package or as a result of site visit, should be submitted in writing via e-mail to the Contracting Officer, monique.leake@dot.gov no later than 2:00 p.m. Eastern Standard Time on Friday, December 20, 2019 with the solicitation number 6933A220Q000005 in the subject line. Responses to questions will be issued by amendment to the solicitation package.Failure of a prospective offeror to submit any questions or to attend the site visit will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the site visit will be held solely to allow offerors an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract in order that they may prepare an accurate and complete price quote. All prospective offerors are advised that at the conclusion of the site visit, unless this solicitation is amended in writing, it will remain unchanged and, that if an Amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment shall be applicable.This is the ONLY site visit that will be conducted. Quoters are strongly encouraged to attend, as failure to attend does not relieve the quoter of accuracy of their proposal and the quoter's responsibility that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost. The complete solicitation package with the Statement of work will be posted on or about December 06, 2020. The drawings referenced in the Statement of Work can be provided to interested contractors upon written request to the Contracting Officer. Other documents and manuals referenced must be viewed aboard the ship during the site visit.ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
