Description
The National Institutes of Health (NIH) is the lead federal agency for the conduct of biomedical research both within the United States and internationally. Due to the prominence of the NIH in the field of biomedical research, its vast network of intramural and extramural researcher and its ability to mobilize intellectual and material resources to solve known and emerging health issues, the government has tasked NIH with mobilizing civilian bio-defense research. To support this research, there is an on-going need to have available high and maximum containment laboratory facilities (Biosafety Level 3 and 4) where research can be performed and, if necessary, intervene in the event of a regional or national emergency. An essential part of this bio-defense program is meeting the long-term need in safely managing and operating biological research laboratories. There is a continuing need to recruit and train qualified individuals who can ensure the safe operation of these facilities where research is conducted at the highest levels of containment. These individuals need to be trained in multiple safety disciplines including risk assessment, operations, engineering, and industrial hygiene. The Division of Occupational Health and Safety (DOHS), Office of Research Services (ORS), is the organization responsible for experience in the operation of maximum/high level biocontainment facilities. The National Institute of Allergy and Infectious Disease (NIAID) has supported the DOHS in providing a biosafety and biocontainment training program, at the professional level, to meet the growing national need for biosafety and biocontainment professionals. Through an NIH Intramural Research Training Award (IRTA), the NIH National Biosafety and Biocontainment Training Program (NBBTP) provides an intensive two-year fellowship specifically targeting biosafety. The current Program recruits and trains professionals from across scientific disciplines in the field of biosafety and biocontainment.DescriptionThe Contractor shall provide all of the necessary personnel and resources in order to oversee, manage, and improve all components of the NBBTP/IRTA.Offerors are expected to have the expertise and personnel to meet the requirements of the project, and be able to demonstrate their capability to perform this requirement, with particular attention to the following areas: Administration of NIH NBBTP/IRTA Two-Year Fellowship Program NBBTP Scientific Advisory Board Intellectual Property Approvals Branding Travel NBBTP Website Meeting Program EligibilityThe anticipated start date is on/or about April 1, 202 with a 6-month Base and 4 one-year Options.Presolicitation Notice was posted in FBO.gov on October 25, 2019 under the same solicitation #.InstructionsAny responsible offeror may submit a proposal which will be considered by the Agency.
