Operation and Maintenance (O&M) Services Contract (New Acquisition)Cheatham Lake, Nashville, TennesseePURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue an Invitation for Bid (IFB) solicitation for Cheatham Lake Operation and Maintenance Services. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this notice.PROJECT DESCRIPTION: The Nashville District Contracting Division has a requirement from the Nashville District Operations Division to provide O&M Services at Cheatham Lake Project made up of one (1) base period and four (4) one (1) year option periods. Cheatham Lake is located on the Cumberland River, 25 miles west of Nashville, Tennessee and 30 miles south of Clarksville, Tennessee. The areas of work are located in Cheatham, Davidson, Dickson, and Montgomery counties of Tennessee. Principal cities in the areas are Ashland City, Nashville, Clarksville, and Dickson, Tennessee. A contractor is needed to operate and maintain the facilities throughout the Cheatham Lake area.DELIVERABLES:This work will include, but is not limited to the following:(1) Grass Mowing(2) Cleaning services which consists of cleaning and servicing public use areas and facilities at various recreation and operational areas and removal of refuse and litter.(3) Janitorial Services(4) Facility repair, maintenance and other non-routine work that includes non-routine construction work.(5) Cleaning Services at Primitive Sites(6) Herbicide Application(7) Dumpster Collection Services(8) Boundary Line Marking and Repainting(9) Beach and Water System Monitoring and Testing(10) Leaf RemovalThis description is not intended to be all encompassing and is subject to change.NAICS AND SBA SIZE STANDARD: The NAICS code for this project is 561210 with a size standard of $41,500,000.00TYPE OF SET-ASIDE: 100% Small BusinessSOLICITATION AND CONTRACT TYPE: It is anticipated that from the Invitation for Bid Solicitation, the Government will award one firm fixed price requirements contract.SOLICITATION RELEASE DATE:The anticipated release date for this solicitation is around December 2, 2019.The performance work statement will be available at the time of solicitation release.SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award.ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on Federal Business Opportunities (FBO) website, www.fbo.gov. All attendees shall meet at the Cheatham Lake Resource Manager’s Office, 1798 Cheatham Dam Road, Ashland City, TN 37015-9805. No other site visit may be scheduled or granted.NOTE: All participants are required to have personal safety equipment, i.e. hard hat and safety toe shoes. Safety equipment will not be provided. Contractors who do not have these items present at the Site Visit may not be able to participate in the visit.Requirement To Register To Attend Site Visit: Only registered persons will be permitted to attend the site visit. In addition to the below information, please also provide your name of firm, firm’s CAGE and/or Unique Entity Identifier number, and name and position title of primary point-of-contact and their telephone number and email address. Only two persons from each business entity will be permitted to attend.U.S. Citizens: To register, U.S. citizens interested in attending the site visit must submit a Nashville District (LRN) Security Access Form to the Point of Contract (POC), Eugenia J. Corder, by email to Eugenia.J.Corder@usace.army.mil no later than three (3) days prior to the site visit. If submitting the form in less than three days, the person may not receive approval for participation. Notification of approval or denial will be provided prior to the date of the site visit. The form is available as a pdf attachment to this solicitation. The form title is Pre-BidSiteVisitForm.pdf.Foreign Nationals (FNs): FNs wishing to attend the site visit shall submit a completed LRN FN Security Form and legible color copies of two of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N-550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I-688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS Form I571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I-688B) to the LRN POC. These documents must be submitted two (2) weeks prior to the site visit.Exceptions will be considered on a case by case basis but will be limited.
