General Services Administration (GSA) seeks to lease the following space: State:IowaCity:Council BluffsDelineated Area:City Limits of Council Bluffs, IowaMinimum Sq. Ft. (ABOA):24,532Maximum Sq. Ft. (ABOA):24,532Space Type:Office, Holding, Courtroom and ChambersParking Spaces (Total):19Parking Spaces (Surface):0Parking Spaces (Structured):0Parking Spaces (Reserved):19Firm Term:20 yearsFull Term:20 years Additional Requirements:Contiguous Class A office space. 3,119 ABOA SF can be non-contiguous from the other space and located on either the 1st floor (preferred) or on a different floor than the other space. Space must accommodate a rectangular courtroom measuring no more than twice as long as it is wide (2,400 ABOA SF) with no obstructions and a minimum finished ceiling height of 10 feet 6 inches for the center 1,200 SF. It is desirable that the courtroom be located above the 1st floor. For above 1st floor space, building should have or be capable of providing an elevator bank or service elevator completely separate from the main elevators. Availability of 51 public parking spaces shall be located within two (2) blocks. Public transportation shall be located within four (4) blocks. 5,424 ABOA SF may be terminated by the Government prior to award at the Government’s sole discretion. None of the following may be located within the same building as the Government’s occupancy: · Mental Health Facilities (Psychiatrist or Psychologist).· Drug Treatment Facility.· Blood or Plasma Donation Centers.· Bail Bonds.· Criminal Rehabs or Reintegration Services (Halfway homes).· Law Firms specializing in criminal defense or immigration cases.· Social Service organizations, to include organizations that provide assistance to crime victims and immigrants.· Temporary Labor Services, such as a Day Labor Provider.· Residential Units. The building(s) must be more than 1,000 linear feet from drug free zones, such as schools, colleges, universities, playgrounds and housing facilities owned by a public housing authority. Building shall have or be capable of providing a sally port (secured garage) on the 1st level. Level III Security. Neighborhood and Parking shall either be: Inside City Center Space shall be located in a prime commercial office district with attractive, prestigious, and professional surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use. Streets and public sidewalks shall be well maintained. The parking-to-square-foot ratio available on‑site shall at least meet current local code requirements, or in the absence of a local code requirement, on‑site parking shall be available at a ratio of one (1) space for every 250 RSF of Space. or Outside City Center Space shall be located 1) in an office, research, technology, or business park that is modern in design with a campus-like atmosphere; 2) on an attractively landscaped site containing one or more modern office Buildings that are professional and prestigious in appearance with the surrounding development well maintained and in consonance with a professional image; or 3) in an attractively landscaped multi-tenanted commercial office building adjacent to and containing other similar tenants having prestigious and professional images; or 4) where other uses are not residential or professional office buildings, an attractively landscaped site containing a modern office building(s) that are professional and prestigious in appearance with a minimum 75 feet landscaped set-back for the building and parking lot from all property lines with a landscaped buffer that is well maintained and in consonance with a professional image. In instances where there is a primary four lane road with turning lanes, the setback from the parking lot to the 4 lane road may be reduced to 20 feet. Industrial zoned properties may only be on one side of the property boundary. The parking-to-square-foot ratio available on‑site shall at least meet current local code requirements, or, in the absence of a local code requirement, on‑site parking shall be available at a ratio of one (1) space for every 250 RSF of Space. Action: Choose whether or not a fully serviced lease is required. Also choose 100 year floodplain unless requirement is identified by agency as a critical action.Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. Expressions of Interest must include Project # 6IA0105 and be emailed to the Primary point of Contact; 12. If AutoCAD drawings of the proposed space are available, please provide (optional); 13. Interested respondents should include Building Owners, or if a Broker, please include the Exclusivity Agreement/ Representation Letter or Listing Contract granting the exclusive right to represent the building by the Building Owner, in your Expression of Interest; and 14. A Test Fit or Project Schedule may be required as additional submittals.
