- Page 2 of 2SITE PREP FOR UPGRADE VASCULAR LAB, NEW YORK HARBOR HEALTHCARE SYSTEM, NEW YORK CAMPUS, 423 EAST 23RD STREET, NEW YORK, NY; PROJECT NO. 630-CSI-104 36C24220R0019Phase I Estimated Solicitation Date: 05 December 2019Phase I Estimated Response Date: 07 January 2020Estimated Award Date: 28 February 2020The Department of Veterans Affairs is preparing to issue a solicitation (Request For Proposals-RFP) for a two-phase design-build contract to provide turnkey services necessary to design and construct the site preparation required for Upgrade Vascular Lab New Infinix VCi Unit.SET-ASIDE: 100% Total Small Business (SB)NAICS: 236220 Commercial and Institutional Building ConstructionSMALL BUSINESS SIZE STANDARD: $36.5 millionPROJECT MAGNITUDE: $500,000 to $1,000,000.PROJECT LOCATION: VA New York Harbor Healthcare System, New York Campus, New York, NYPROJECT OVERVIEW: The project will require the selected contractor to provide all technical design and construction services, supervision, labor, materials, tools and equipment necessary for a complete engineering and construction project for site prep as described above for use in implementation of initiative. The Two-Phase Design-Build solicitation and evaluation process shall be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3 (Two-Phase Design-Build Selection Procedures). The issued RFP shall set forth the requirements for responding to Phase I of the solicitation, as well as all technical evaluation factors and sub-factors for both Phase I and Phase II.At the closing date of the Phase I Solicitation, the government shall evaluate responsive proposals received in response to Phase I of the solicitation to short-list no more than three (3) contractors to Phase II. Only those successful firms selected as a result of Phase I evaluations will be requested to submit technical and pricing proposals for Phase II. Phase II proposals shall be evaluated in accordance with Phase II Evaluation Process.This procurement is 100% set-aside for Total Small Businesses.Please refer all questions regarding this pre-solicitation posting to the Contracting Officer, Sharon Pierce, via email, Sharon.Pierce@va.gov.
